Director of Public Works <br /> Subject: Surplus Structure at 3865 Royal Ave. <br /> I wanted to let you know we may have another situation in which Councilors are likely to become <br /> involved. Mary Kelley was the sole respondent to a RFP to remove the structures at 3865 Royal <br /> Ave (Petersen Barn Community Center). Mary wishes to acquire the house as a home for herself <br /> but didn't meet the minimum qualifications for the RFP, primarily that of showing she has a <br /> parcel for the structure to be moved to or the financial ability to obtain one. <br /> Since she was the sole bidder Johnny verbally offered to extend the time in which Mary could meet <br /> these qualification by 60 days and followed up this verbal conversation with a letter. Carol <br /> Case reviewed Johnny's letter prior to it being sent and told Johnny she felt the conditions <br /> offered were VERY generous. While Mary didn't indicate to Johnny that she was upset about the <br /> conditions in their telephone conversation regarding this topic, apparently Mary has since <br /> decided to disagree and has become extremely unhappy about the conditions established. <br /> Mary has not made this complaint directly to Johnny, but has instead called Dick Hubbard, John <br /> Etter and Mary Bentsen. Mary Bentsen contacted Johnny and was very adamant that Mary Kelley <br /> should be given however much time is necessary to meet the conditions. Mary Bentsen stated that <br /> she is aware we worked with the non - profit Child Care, Inc. for years to provide them a parcel <br /> of land to allow them to relocate off of park property and feels that this is a similar <br /> situation. Since Mary doesn't represent any non - profit, the only similarity we can make is that <br /> it's a house on park property. Beyond that, I don't believe there is any correlation. We told <br /> Mary Bentsen that after the 60 days outlined in Johnny's memorandum. if Mary Kelley could show <br /> she is making progress, we would be happy to do an extension but that we could not give her an <br /> unlimited time frame. Mary Bentsen told Johnny she could guarantee this would be elevated to <br /> the City Council level if we didn't give Mary all the time she needed. Per the Marvin Re'voal <br /> situation, we told her that we would review this with you prior to taking any further action. <br /> I've attached Mary Kelley's proposal and our response for your review. If you think we are being <br /> unreasonable, let us know. <br /> Doug Post tells us they have had significant problems with Mary Kelley in some senior programs. <br /> Linda Phelps told us that Mary has had a stroke and the problems she has may be due to this. <br /> Mary has been banned from the Kaufman Senior Center for periods of time and at one point <br /> threatened physical damage to the vehicle and home of it's former director. The former director <br /> elected not to press formal charges. Linda stated that Mary has been banned from senior <br /> activities for periods of time due to either sneaking alcohol on outings or ordering it openly <br /> in direct violation of rules. Linda stated that Mary has been removed from their stroke support <br /> group for refusing to follow rules dealing with a prohibition on alcohol. Linda also stated that <br /> Bob Shutz has had personal dealings with Mary concerning bringing a tambourine into the Hult <br /> Center and insisting on playing along with the musicians. Doug Post stated that in some of the <br /> senior programs other seniors will call Recreation Division to find out if Mary is signed up. <br /> and if so, they refuse to participate in the program. One day when she called Johnny and got <br /> his voice mail, she left him a voice mail with heavy breathing and telling Johnny how sexy and <br /> turned on she was by his voice. We again seem to be dealing with somebody that has a lot of <br /> difficult- problems. <br /> Johnny called John Hubbird of NEDCO who was listed as a reference for Mary's RFP. John Hubbird <br /> was very reluctant to discuss Mary with the most he felt he could say was that Mary has problems <br /> followinrth rules involved in their programs. John also stated that he was interested in the <br /> surplus structures but didn't bid since he didn't have a property immediately available to move <br /> the structure to. John asked to be informed if the house becomes available so he can again <br /> determine if he can find a suitable parcel. <br /> As I'm gone all next week, I guess you'll have to let Johnny know if you want this handled <br />
