Chemical storage in the existing structure is not acceptable for the existing use and will not <br /> be acceptable for the proposed re -use of the facility. The proposal of a hazardous <br /> chemical clean -up area within the facility would not be compatible with the proposed rental <br /> hall. Fertilizers and cleaning chemicals should be evaluated for compatibility and stored in a <br /> separate facility. The current restroom facilities are minimal and could not support <br /> expanded use. <br /> Existing toilet facilities should be remodeled to comply with ADA standards if the facility is <br /> planned - #crave ariy public functions in the future. The toilet room is lai''Ring h <br /> space, and the fixtures (some of which are inoperable) need replacement. This is a priority if <br /> the facility is rented out for weddings or other activities. Other measures to accommodate <br /> ADA standards should be included if the facility is to open for public use. The supply and <br /> waste lines appear to be operable which indicates that abandonment of the existing utilities <br /> is not necessary. <br /> The ADA improvements are mostly sitework related including: Parking lot striping, new curb <br /> ramps, paving of walkways, and reconciliation of grade changes. The interfor requirements <br /> vary with the proposed use of the facility and should be addressed during design. The initial <br /> feeling of the survey team is that it would not be very difficult to remodel the interior of the <br /> facility to conform with ADA. <br /> In closing, the Owen Rose Garden facility is in very dire condition. Repairs need to be <br /> executed immediately to recover as much of the original structure as possible. Space three <br /> needs to be removed, it is beyond repair and is slowly pulling the rest of the building into a <br /> similar condition. The City of Eugene needs to implement these repairs in order to comply <br /> with the original conditions of the land grant. It is the hope of the survey team that action is <br /> taken immediately to assure the safety of the current users of the facility and to conform with <br /> the spirit of the original agreement with the Owen family. <br />
