Box 754 <br /> Pleasanton CA 94588 <br /> DATE: October 30, 1997 <br /> The City of Eugene requested that HortSclence, Inc. prepare a proposal to evaluate 18 <br /> Douglas -fir (Pseudotsuga menzies/Q trees growing on city property and provide <br /> recommendations for their management. This proposal responds to that request. <br /> SCOPE OF SERVICES <br /> HortScience, Inc. will perform the following services for 18 trees designated by the City: <br /> 1. Tag each tree with a numerically coded tag. <br /> 2. Identify each tree as to species. <br /> 3. Measure the trunk diameter at a point 54" above grade. <br /> 4. Evaluate the health of the tree on a scale where 1 = poor and 5 = excellent <br /> condition. <br /> 5. Note any areas of structural weakness or defect. Where appropriate, a small <br /> diameter drill bit may be used to evaluate the presence and extent of decay in <br /> the base of the trunk. <br /> 8. Assess each tree's hazard potential using the methods described in A <br /> Photographic Guide to the Evaluation of Hazard Trees in Urban Areas <br /> (1993, published by the International Society of Arboriculture). <br /> 7. Review existing reports, test results and other findings as provided by the City <br /> (maximum 5 hours). <br /> 8. Summarize these findings In the form of a report. <br /> QUALIFICATIONS OF HORTSCIENCE, INC. <br /> HortScience, Inc. has been actively involved in the evaluation and management of tree <br /> hazards since the company's inception in 1983. We have extensive experience in <br /> assessing tree health and structure, failure potential and recommendations for action for <br /> both public agencies and private land owners. We have developed comprehensive <br /> hazard management programs, Including evaluation methods, recording forms, training <br /> and follow -up, for public agencies such as the East Bay Municipal Park District and the <br /> City of Piedmont. HortScience, Inc. has also conducted training workshops in tree <br /> hazard evaluation across the U.S. as well as in Canada and the United Kingdom. <br />
