COMMENTS ON THE REED PROPOSAL
Personnel:
D. Lueck's urban ecosystem management expertise is not explained, nor examples cited.
Sperry is described as very familiar with the "forest system" at Hendricks Park based on
the hazardous tree survey work he did; This work included a small part of the forest at Hendricks
Park and I think his work needs to be qualified. ( See comments under Satre's proposal
comments.)
To obtain "new benchmark resource inventory" as budget allows and time allows, plan
recommends extending deadline to April. I think this is appropriate. Other inventories, such as
pathogenic fungi or general fungi can only be completed in the appropriate season, also.
This proposal by Reed proposed to engage and raise public interest with neighbors, and
school groups. I think this is a good use of resources, by comparison with the Satre report which
puts plant and other inventories onto school groups to accomplish.
In this proposal, under the proposed work plan, a larger view is considered that includes
the footprints of all the adjacent homes. I think this is the least larger view necessary for a park
plan; other comments were made about contiguous lands, and bio- corridors.
This plan mentions developing a bibliography; I think this is great and necessary.
Under Resource Inventory: A habitat zone overlay map is a useable, excellent map and
appropriately 50 % office and 50% field work.
A vascular plant inventory is 67 % field, and extending the deadline - probably necessary.
A non - vascular plant inventory, i.e. fungi, etc, is also important especially for the study of
pathogens. This proposal states mapping and inventorying trees, using aerial photos as
applicable. Again I wonder how mapping will be done, if the aerial photos yield little specific
information. Delineating risk areas of the park is also useful as one layer on a map.
This plan asks for a determination of the City's goals for urban forest management at
Hendricks Park. These goals seem to be fairly well stated in the DAC's goals and vision.
Under Part 3; Assessment. Two scenarios are described: present management and
specific management intervention. This is sound methodology; it might even include more than
one scenario of management intervention. The sequence of events from Technical Memos 1 & 2
to milestones to DAC's involvement are good timing and participation to stay on track.
Producing an official trails map by the consultant may be redundant.
