GGARD5N.MEM Page 1 <br /> intero <br /> MEMORANDUM <br /> to: Johnny Medlin <br /> cc: John Etter, Dick Morgan <br /> • <br /> from John Weber <br /> re: Golden Gardens channel crossing <br /> date <Date> <br /> This memo is to outline a situation and seek some assistance in finding <br /> a solution. <br /> On or about March 7th of this year I was asked by John Etter and Dick <br /> Morgan to make application to DSL /CORPS for a fill permit to allow the <br /> construction of a depressed grade culvert crossing of the A2 channel in <br /> Golden Gardens Park. (OBEC Engineering had done a bridge inspection <br /> report 9/16/94 on the old wooden bridge crossing and reported it unsafe. <br /> The bridge was then removed.) <br /> By mid April I had completed most of the fill permit application and a <br /> preliminary design of a very simple culvert crossing which would use two • <br /> 36" concrete pipes with compacted fill and base course covering. <br /> I contacted Wayne Westfall for his comments on the proposed crossing, <br /> and on April 19th he sent me a note advising that the design needed to <br /> be revised and engineered and stamped by a civil engineer. He said that <br /> FEMA would need to review and approve the design. A day later on April <br /> 20th he advised me that this project was being referred to Michelle <br /> Cahill for processing. <br /> Unknown to me, Michelle apparently left on emergency family leave and <br /> during the ensuing 2 months I attempted to get an update from her, with <br /> no response of course. <br /> At this point it seems like new life needs to be put into this project <br /> to make it go forward. Maybe we could solicit Engineering to help us <br /> with answers regarding: <br /> 1. Which would be more cost effective, a culvert crossing or a new <br /> bridge. (a bridge would obviously avoid such issues as DSL fill permit, <br />
