B. Neighborhood and Garden Visitors' Service Area <br /> 1. Picnic and childrens' play facilities should be scaled to serve <br /> normal demands of adjoining neighborhoods, plus incidental uses <br /> by visitors to the botanical garden. <br /> C. The Rhododendron Garden <br /> 1. Purpose - The purpose of the Rhododendron Garden is to provide <br /> for public enjoyment an exemplary display of a selection of <br /> plant materials which are uniquely suited to the habitat of the <br /> Pacific Northwest; with emphasis on Rhododendrons and the best <br /> quality companion plants which enhance the setting for <br /> Rhododendrons. <br /> "Exemplary display" means that each presentation and the <br /> pervading experience of the whole garden should manifest a <br /> discriminating selection, a sensitive and thoughtful presenta- <br /> tion, and an effective culture of the highest standards. <br /> 2. Content, a discriminating selection <br /> a. The Garden shall be limited to those plant materials which <br /> have the greatest potential for public interest and <br /> enjoyment. <br /> b. Both individual planting units and the aggregate should <br /> take full advantage of the character of the plant material <br /> to provide continued public interest at all seasons of the <br /> year. <br /> c. By consultation with the best qualified horticulturists, <br /> master lists of the most desirable and appropriate plant <br /> materials shall be established and maintained to guide and <br /> control the character of the redevelopment of the Garden <br /> through its formative decades. <br /> d. The Garden must also include: <br /> i. Plant material (primarily of dominant scale) which may <br /> be required to establish the basic architecture and <br /> continuity of interest throughout the field of smaller <br /> garden units. <br /> ii. Plant materials which satisfy special requirements of <br /> plant composition of a unit within the garden. <br /> iii. Tree canopy material which is necessary to provide <br /> filtered shade for understory ornamentals and for <br /> creating the desirable forest environment for approp- <br /> riate parts of the Garden. <br />
