This proposal document will be attached to the funding agreement so in the event that <br /> Jerry Blakely is unable to continue as advisor, OCF will have a guidelines to follow in <br /> making funding decisions. <br /> Annual payments will be made from this fund to the City of Eugene Parks Department <br /> under the following conditions: <br /> • Monies are to be used solely for developing and maintaining the Hendricks Park <br /> Native Plant Garden <br /> • The City of Eugene budgets and contemporaneously spends an amount equal to or <br /> greater than the dollars provided from the Hendricks Park Native Plant Garden <br /> Fund. <br /> Criteria for Garden <br /> "Native" plants for this garden are defined as those that naturally occur in Western <br /> Oregon in conditions similar to those occurring in the Hendricks Park site. <br /> Garden design will incorporate a number of "growing areas" in which plants will be <br /> grouped according to their relationship to the specific growing conditions. <br /> Growing areas will be developed and maintained so as to demonstrate how native plants <br /> can be incorporated into residential gardens while providing appropriate growing <br /> conditions for the native plants. Demonstrating compatibility of native plants with <br /> ornamentals from both an aesthetic and functional standpoint will be also a goal of this <br /> project. <br /> An objective of the education component of this project will be to encourage people to <br /> create residential gardens that are more harmonious with the ecology of their areas, which <br /> are more natural in appearance and lower in maintenance than formal gardens. <br /> Dedication Statement <br /> Mary Blakely does not want the garden to carry her name. Her wish is for it to be named <br /> the Hendricks Park Native Plant Garden. However, there is to be a dedication <br /> statement in recognition of this initial funding, to read as follows: <br /> The Native Plant Garden was created in honor of Mary Rear Blakely, a <br /> native of Eugene, student of the world, and lifelong educator, to <br /> celebrate her life, spirit, and love of native plant gardening. <br /> This statement is to be on a bronze plaque placed in a highly visible location so all who <br /> enter the garden will see it.
