Hendricks Park Native Plant Garden <br /> The Forest Management Plan for Hendricks Park in Eugene (adopted by the City Council <br /> in the year 2000) calls for a Native Plant Garden to be created near the shelter building. <br /> (See Appendix A for detailed description.) <br /> Jerry Blakely wishes to provide initial funding for the development and maintenance of <br /> the Hendricks Park Native Plant Garden in honor of Mary Rear Blakely. He also wants to <br /> establish a funding vehicle that will encourage other people in the community to <br /> contribute funds to the project. This is consistent with stated goals of the plan. It is hoped <br /> this approach to funding the project will enhance the Parks Department's stated goal of <br /> establishing a more formal approach for community participation in park projects. <br /> Additionally, it is desired by both Jerry Blakely and the Parks Department to establish a <br /> partnership with the local chapter of the Native Plant Society of Oregon or other such <br /> entity dedicated to supporting the Native Plant Garden, especially in the areas of <br /> education and community outreach. <br /> Conditions of Gift <br /> 1. The Native Plant Garden concept, philosophy, and implementation plan must be <br /> consistent with Mary Blakely's approach to native plant gardening in a residential <br /> setting. <br /> 2. The approach and purpose of the Native Plant Garden must remain significantly <br /> intact over time. <br /> 3. The City of Eugene and its Parks Department must make a long -term commitment <br /> to develop and maintain the native plant garden. <br /> 4. The overall design, along with implementation plan and proposed development <br /> schedule for the garden are to be documented and approved by Jerry Blakely and <br /> the Parks Department. <br /> Funding Vehicle <br /> A Hendricks Park Native Plant Garden Fund will be established with the Oregon <br /> Community Foundation to provide funding for the development and maintenance of the <br /> Native Plant Garden. It will be a tax - deductible fund and additional donations from the <br /> general public will be encouraged. <br /> The OCF fund will be an "Advised Fund" with Jerry Blakely as the advisor. OCF <br /> normally distributes annually an "appropriate percentage of the fair market value of the <br /> fund" (currently 5 %). OCF requires a minimum of $50,000 to be invested and maintained <br /> in the fund. <br /> The funding agreement provides the ability for Jerry Blakely, as advisor, to request <br /> distributions higher than this amount as needed to initially develop the Native Plant <br /> Garden, based upon plans and schedules developed together with the Parks Department. <br /> Hendricks Park Native Plant Garden Guidelines <br /> Author: Jerry Blakely Page 1 Rev. 13 April 2013 <br />
