JRI -1 July 25, 2007 <br /> • Carolyn Weiss, Parks Planning Manager <br /> City of Eugene Parks and Open Space <br /> 1820 Roosevelt Boulevard <br /> Eugene, OR 97402 <br /> RE: Proposed Parking Lot near Gillespie Butte Park <br /> Dear Carolyn: <br /> We believe we understand the Parks Department request, wants a small parking lot (3 spaces) <br /> at a location on our property between - just east and north of Crenshaw Street and our <br /> proposed house at the northeast corner of our site. At Rick Re's request, our Design Team, <br /> consisting of Richard Barbis, Architect, Varvitsiotis Architecture; David Dougherty, <br /> Landscape Architect — DLA Inc.; Dan Olmstead, Civil Engineer; and Nancy Holzhauser, of <br /> Environmental Solutions LLC, looked at this area. The following were their consensus <br /> comments: <br /> 1. A parking lot would be very difficult and costly to achieve because of the steep slope <br /> at this location. (Part of this cost is achieving compliance with ADA standards; once <br /> you have a built facility (parking) the parking lot and connection to the park need to <br /> be handicapped accessible.) <br /> 2. Cut and fill for parking will create a land form not found naturally (contrary to <br /> Willakenzie Arca standards). <br /> 3. This location would be very visible from below looking up at Gillespie Butte. <br /> 4. This parking area location visually would appear to be in the front yard of the <br /> uppermost northeast home site. Further, a parking lot at this location would reduce <br /> the desirability of the site as a high -end home site. <br /> NOTE: From previous discussions with City Parks, it was our understanding that Gillespie <br /> Butte Park would always be a "walk -in park ". (As told by John Eder in 1998 when Arlie & <br /> Co. offer to build the City a parking lot for Gillespie Butte Park as part of Grand Vista <br /> Subdivision just west of the park) <br /> Based on these reasons, as much as the owner would like to help out with the City's Parks <br /> Department, this location just will not work for the reasons stated. In considering your <br /> response to our answer, we ask that you consider the following: <br /> a. That our development public street system will provide the much needed <br /> pedestrian/public sidewalk connection between the park and County Club Road/ Pool <br /> Street area.
