saying things like "use at your own risk" , "use safety equipment ", etc. David believes there are <br /> ways to mitigate risks to 4J and the City and sharing information will be an important aspect. <br /> Scheduling conflicts: Tim Smith inquired about how conflicting schedules will be handled, <br /> particularly at South with the EMS. The EMS's and 4J's seasons are different so there should <br /> not be a problem there. Renee said the City and 4J already do a lot of coordination of programs <br /> and events. Renee will look into it and bring back to the group some proposed guidelines for <br /> how to handle. <br /> Scheduling matrix: Jim Denker reviewed the proposed scheduling matrix of 4J use. On days <br /> school is in session, the synthetic turf fields will be locked at 11:00 p.m. and opened at 5:00 a.m. <br /> by school custodians. Pedestrian gates will be left open on non - school days & weekends for <br /> either scheduled events or walk -on usage. Vehicle gates will remain locked. <br /> Hours of use: (Continuation of discussion from last meeting.) The original proposal was for <br /> Sheldon to close at 9:30 p.m., Churchill at 10:00 p.m., and North and South to close at 11:00 <br /> p.m. John Sappington had suggested the need to be consistent with all schools closing at the <br /> same hour. After much discussion, consensus was to schedule use so that events would end at <br /> 9:30 p.m. at Sheldon and 10:00 p.m. at the other 3 schools. It is recognized that over -time games <br /> do happen and closing could occasionally be later. Plan to review the situation in a year and if <br /> agreeable to the surrounding community. perhaps the hours could be extended. (Having a <br /> different time for Sheldon was seen as acceptable since the Sheldon field has more close <br /> neighbors than any of the other fields). <br /> Neighborhood access to YSP at Sheldon: The plan is to have a 6 foot fence installed all along <br /> Norwood Street. During events user groups will be required to lock the gates so there will be no <br /> advantage for people to park on Norwood. Keys will be issued to neighborhood folks who might <br /> want to access the park during sporting events. Those keys will be to pedestrian gates only. <br /> Keys will be issued at the Sheldon Community Center. <br /> The Sheldon parking lot has been re- striped to add more spaces. The Sheldon project was <br /> designed to funnel traffic to 4J parking. Absolute Security will be on site to direct parking <br /> appropriately during games. <br /> Maintenance Committee Report: Bill Hirsh reviewed the work of this committee. Two hand- <br /> outs were provided. One is a draft called Policies and Guidelines for the Community Use of <br /> Artificial Surface Facilities and the other is called Proposed Custodian Care of Sports Youth <br /> Parks. <br /> Field use/lights costs: There was considerable discussion about the cost of providing lighting. <br /> Who should pay and how much? One suggestion was to only charge youth groups half price. <br /> Others felt whoever used lights should pay for lights. Some said youth groups shouldn't pay at <br /> all.
