MINUTES OF THE USER COMMITTEE MEETING
August 15, 2000
PRESENT: Bill Hirsh, Mitzi Colbath, Jarvis Gomes (replacement for John Sappington), Jim
Denker, Del Rosenau (sub for Mitzi), Scott Langreen (new member from AYSO), Charlie
Warren, John Crane, Tim Rhay, Jeff Lankston, Arnold Hultburg, and guests: David Brewer, (4J
Risk Mgt.), Cathy Joseph (City Risk Mgt.), Tim Smith (Amazon Neighbors), Marie Gray (North
Eugene Neighbors), Charles Biggs (Sheldon Area Neighbor). Renee Grube joined us at 2:30 p.m.
Teri Higgins stopped in to give an update on the YSP /athletic fields project.
Introductions: Committee members and guests introduced themselves and what group they
represented and/or why they were present. Copies of the Intergovernmental Agreement (IGA)
were handed out to new members and guests.
Review of Minutes: Approved as written.
Risk Issues: David Brewer said he didn't know if the synthetic turf was insured. He will check.
If not, he will find out the cost to do so. We do know the product is covered for rips or tears, but
not for major damage such as fire or vandalism. Tim Rhay will check with other groups using
similar turf to see what they are doing. Since the turf is on 4J property the District would be
expected to cover insurance. However, Cathy Joseph said the City could possibly share the cost
for turf coverage. (The IGA calls for sharing of operational costs in proportion to allocated
weighted use).
Update on YSP /Athletic Fields: Teri Higgins said both the North and Sheldon synthetic fields
are in and being used Churchill should be done by the end of the month and South by mid -Sept.
Both are ahead of schedule and it's hoped that all the high schools will be able to play their first
home game on their new home fields. There are alternate plans, just in case. All work, including
the sports parks, will be completed by October 31st. Natural turf areas in the sports parks will
have been seeded, but they won't be ready for use until spring. Everything is on time and on
budget. Actually we are ahead on both so, any funds (left in the fields contingency) not used can
go toward funding bleachers.
Ribbon Cutting Event: It was noted that Sheldon is advertising a special kick -off event for
their stadium and fall program. It was agreed that each school could do their own start of season,
first home game kick -off event, but a much larger City -wide ribbon - cutting event needs to
happen where the Mayor and other City folks, the 4J School Board, and Superintendent are all
involved. Jeff Lankston said he could be the contact person for arranging such an event. Bill
Hirsh volunteered Pat Bonney to be the District contact person. (The PR people from the City
and 4J have been contacted about this).
Signage/Skate parks: David Brewer said the District's insurance agent, Ron Cramer, is
checking what is the norm out there. They have learned that most skate parks have signs posted
1
