Bill Hirsh assured Arnold that we want to create a win/win for everyone on all of the concerns <br /> mentioned in his memo. <br /> 5. Update on Use of YSPs & Skate Bowls. Tentative agreement has been reached between 4J <br /> & the City to amend the IGA so that the skate bowls become City Park property in order for City <br /> Park rules to apply. This will give the police the ability to respond appropriately to concerns. <br /> Something they couldn't do when the parks were on 4J property. The skate parks are extremely <br /> popular and are used ALL the time. Problems are moderating as rest rooms and lighting have <br /> come on line. When skate parks are hit by graffiti, they get closed down until all graffiti is <br /> removed. Skate park users are doing much better at self patrolling graffiti vandals as they don't <br /> want the parks closed for clean up. <br /> 6. Rental Process and Other. The process for allowing outside groups to use the new fields is <br /> being developing and refined as we go along. Club sports groups are asking to use the new <br /> stadiums on the same basis as "approved youth groups ". The McKenzie United Soccer <br /> Academy has turned in a request for approval as a no- charge user. <br /> For weekend supervision, Kidsports has agreed to provide an unpaid supervisor to monitor <br /> behavior of kids (and adults). <br /> At South and Sheldon there is only 3 feet from the end of the soccer line to the curb which could <br /> be a safety issue. Coating the asphalt might help with transition. <br /> Lighting costs for new fields are still being worked on As hard costs come in and the amount of <br /> youth group usage gets nailed down, reasonable rates can be established. <br /> Soccer nets will be left in place until they wear out. Then user groups can work together to <br /> share in the cost of replacement. It's too hard on equipment to have each group put up and take <br /> down their own. <br /> An adult Lacrosse league has asked to use the new fields and wants to get a high school league <br /> going. Artificial turf is perfect for that type of usage. <br /> 7.
