end both Rodney and I will volunteer to study this concern and give you a report. To
perform the study we need the Eugene District 4J's permission to look at the monthly
energy usage for the fields and some information on the installed banks of lights. My
qualifications are: I am a Profession Electrical Engineer and a member of ELectrical
Engineering Consultants, LLC.
An excerpt from the Minutes of the August 15, 2000, User Committee Meeting: Hours
of use: "consensus was to schedule use so the events would end at 9:30 p.m. at Sheldon
and 10:00 p.m. at the other 3 schools. It is recognized that over time games do happen
and closing could occasionally be later. Plan to review the situation in a year and if
agreeable to the surrounding community, perhaps the hours could be extended. (Having
a different time for Sheldon was seen as acceptable since the Sheldon field has more
close neighbors than any of the other fields)." The above is a result of a June 2000
petition signed by 225 plus neighbors stating, "WE THE UNDERSIGNED PETITION
THE EUGENE SCHOOL DISTRICT 4J AND THE CITY OF EUGENE TO NOT
SCHEDULE USE OF SHELDON HIGH - SCHOOL MULTI -USE ATHLETIC FIELD
BEYOND 9:30 PM. IT IS ACCEPTABLE TO COMPLETE AN OVERTIME
FOOTBALL GAME. THERE ARE INFANTS, SCHOOL CHILDREN AND ADULTS
LIVING ADJACENT TO THE FIELDS THAT REQUIRE QUIET TIME TO SLEEP."
Attached is a letter dated November 14, 2001, from William (Bill) and Shirley Portis sent
to Doug Smith with copies to Jeff Faust and myself. Bill is concerned with VIP parking
on the Sheldon Track surface. He is concerned about the surface being damaged, as it
likely is not designed for vehicle traffic. Repair could be costly and money is getting
harder for all of us to come by.
Committee Member,
Arnold L.
