NOTE! A couple years ago Eugene District 4J installed Signs along Norwood stating: <br /> "NO EVENT PARKING ON STREETS <br /> PLEASE USE SCHOOL LOTS ONLY <br /> USE Willakenzie or Cal Young <br /> Entrances to <br /> Sheldon and Meadowlark Schools <br /> Neighbors desire the meaning of the word EVENT. Parking and traffic along Norwood and lateral <br /> streets is a nightmare during track and field events and baseball game events. <br /> At our April 18, 2001, meeting I reported, "Parking on Norwood and lateral streets: For varsity <br /> football games parking is directed to the Sheldon High School Parking Lot and is controlled <br /> quite well. However, for Jr. Varsity and Freshman Foot Ball Games, varsity Soccer, Track and <br /> Field Events, Lacrosse and Kid Sport games: parking inundates these streets. Frequently cars <br /> block their driveways, park on their lawns and school buses are parked against the flow of <br /> traffic. When parking is conducted in this manner, emergency vehicles such as Fire Engine <br /> trucks and ambulances cannot turn in the corners or travel on the streets. The parking for these <br /> events should be directed to the Sheldon High School Parking Lot. The signs along Norwood <br /> that state "NO EVENT PARKING ON STREETS — Please use school lots only — use <br /> Willakenzie or Cal Young — entrances to — Sheldon & Meadowlark Schools" are <br /> informative signs and are not legal signs that are enforceable. However the locking of the gates <br /> will discourage parking on Norwood and lateral streets. How do we know this, because it <br /> works for varsity football games." <br /> What is the status of adding additional traffic control posts at the trail intersection located <br /> south west of the Sheldon Swimming Pool? Presently, at this intersection vehicles drive <br /> around the traffic control posts and then drive all over the Sheldon Fields. We are now in <br /> the wet season and much damage to the fields can occur. <br /> The lights installed at Sheldon concentrate the light on the field. They do not bother the <br /> neighbors very much. Last year I visited homes along Norwood to see if the lights <br /> bothered the residents. In one of the homes there was a beam of light from the east bank <br /> of lights. To prevent this beam of light from coming through the window the curtain had <br /> to be closed about half way. The policy last year was to shut the east bank of lights off <br /> shortly after the football games. The west banks of lights provided adequate light for <br /> clean up. This year all the lights are left on until all the cleaning is completed. During <br /> October 2001 on several nights the lights are left on after the field is vacated; it <br /> appeared the lights are set to go off automatically about 10 :00 PM. When I thought <br /> I had it figured out the next night, Wednesday, October 17, 2001, the lights went out <br /> about 9:00 PM. What I am leading up to is, this year when we are having an energy <br /> shortage, it seems prudent to shut the lights off when the fields are vacated and the <br /> clean up is done? I estimate there is enough energy used in a half hour to light <br /> many homes. <br /> Yesterday I visited with Rodney Olsen, Energy Management Specialist for EWEB. We <br /> discussed the lights and the amount of energy they use. He believes, as do I, that a study <br /> should be done to determine how much energy is used on a one halve hourly and hourly <br /> basis that can be saved and how much money this could save the School District.
