November 16, 2001 <br /> To: Members of the User Committee for <br /> the four Multi -Use Athletic Fields <br /> and Parks and Open Spaces at Cal <br /> Young Middle School and <br /> Churchill, North Eugene, South <br /> Eugene and Sheldon High- Schools <br /> I have a letter dated October 23, 2001, from Mike McKerrow, Supervisor of Land Use <br /> Management, Phone No. 682 -5251. In the letter he addresses the use of signs on the Sheldon <br /> Multi -Use Field and the Baseball Diamond. I have attached the letter for your information. <br /> Since his letter was sent out Pat Radostitz on November 9, 2001, has responded to Mike <br /> McKerrow. A copy of her letter sent to me is attached. <br /> The Intergovernmental Agreement in Section 10 Sponsorship and Advertising states, "District <br /> reserves the right to determine sponsorships, advertising, and concessions related to the artificial <br /> surface fields after consultation with the User Committee." However, compliance is required with <br /> City of Eugene Code 9.6610 (Dated 8/1/2001), which governs stadium signs. Prior to 8/1/2001 <br /> stadium signs were covered under City of Eugene Code 9.1004. <br /> Excerpt from MINUTES OF THE USER COMMITTEE MEETING on August 27, 2001. <br /> Item 3. "Advertising and signage: Advertising signs are not to be put up until <br /> consultation has taken place with this Committee. Jeff Faust reported that the City is <br /> okay with temporary signs that are put up on the inside of fences during games and taken <br /> down immediately after. He has discussed this idea with the neighbors, but will meet <br /> with them again to let them know to expect temporary signs will be put up during <br /> games." <br /> I do not recall anyone consulting with the User Committee to install signs on the Multi -Use Field. <br /> There was discussion at our last meeting regarding the Base Ball Field. <br /> Regarding parking and access to the Sheldon Fields from Norwood Street, I researched the minutes of the <br /> User Committee Meetings and found the following. <br /> An excerpt from the Minutes of the August 15, 2000 User Committee Meeting: <br /> "Neighborhood access to YSP at Sheldon: The plan is to have a 6 foot fence <br /> installed all along Norwood Street. During events user groups will be required to <br /> lock the gates so there will be no advantage for people to park on Norwood. Keys <br /> will be issued to neighborhood folks who might want to access the park during <br /> sporting events. Those keys will be to pedestrian gates only. Keys will be <br /> issued at the Sheldon Community Center." <br /> "The Sheldon parking lot has been re- striped to add more spaces. The Sheldon <br /> project was designed to funnel traffic to 4J parking. Absolute Security will be on <br /> site to direct parking appropriately during games." <br /> Per Jeff Faust, assistant Principle at Sheldon High School, he has ordered a gate to be <br /> installed in the gate opening of the track on the Norwood Street side by the bleachers for <br /> track spectators. This is at the intersection of Norwood and Marlow Street. <br />
