a. Eugene POS
Mr. Richardson said that POS had surveyed the BMX lease area, but that the logs around the
edge of the area were placed by EVBMX. He also had learned large events at the BMX facility
were covered under the lease agreement, and only if they wished to do something outside their
leasehold area would they be required to go through the normal POS permit process. The tree
maintenance crew had pruned twenty -two trees along the north -south bike path immediately west
of I -5, as requested by ODOT to provide clearance for equipment. Watering of native plantings
was being done weekly, and the crew was mowing around these plantings. Lane County
Sheriff's crew had been removing Scot's broom in the old landfill area, he said. Eight stones
were moved by POS staff into the maintenance yard, four of which will become future Talking
Stones.
He further reported the kiosks would either be fenced off, or removed during construction.
Bike /pedestrian counts were being done by Transportation. Two volunteer groups had done
some plant salvaging, moving plants to the native plant nursery. On July 25, he said, 200 -250
volunteers from the LDS Church would work on weeding under filbert trees and in the Walama
Restoration Project butterfly meadow. The new curb cut and driveway going into Lot 8 would
be built probably in August, he reported.
Mr. Holloter remarked that he had an idea to talk with someone who would write an article about
the Talking Stones for a magazine published by an Indian museum in Washington, DC. He was
encouraged to go ahead with his idea, with the sense that publicity about the Talking Stones
would be positive.
b. Willamalane
Mr. Hyde reported that homeless camping continued to be a big issue, and that a couple more
camps had been removed.
8. Old Business
Ms. Mello commented that at the end of the ODOT project new maps/ signs would be needed on
the kiosks. Mr. Richardson agreed that probably all of the signs would need to be updated.
9. New Business
There was no new business.
10. Open CPC Positions and Recruitment Process
Mr. Hyde passed around a proposed timeline for filling the three upcoming vacancies on the
Springfield side. The first step was to begin talking about the process in late May or early June,
then to review the process and timeline with the meeting chair, next to review steps with the CPC
members in a meeting, fourth to advertise the positions (in earnest by September), have an
application deadline of October 1, gather the applications and get copies to committee members.
MINUTES — Citizen Planning Committee for July 16, 2009 6
Whilamut Natural Area
