b. Eugene Parks and Open Space (POS)
Mr. Richardson reported that the hammer throw had been partially removed and the rest would be
removed once soil was dry enough to allow for the use of heavier equipment.
Mr. Richardson said a tree planting occurred near the dog park and there could possibly be an opportunity
for an understory planting project.
Mr. Richardson said that Parks and Open Space Director, Johnny Medlin, indicated to him earlier that day
that discussions about the IGA with the UO were ongoing. Greg Rikhoff of the UO was the contact for
that process.
Mr. Richardson shared an example of the river path mile markers, saying there were five within the
natural area. The concrete pads for the marker posts were in the process of being installed, and the
concrete would be colored to blend in.
Mr. Richardson said the Sheriff's Work Crews had been cleaning up litter, abandoned campsites, and ivy.
Staff was working to get additional recycling cans in the park. He identified the location of the cans on
an aerial photograph of the park. Ms. Mello asked who would empty the cans. Mr. Richardson did not
know, but said that the UO would be in charge of the cans at the south end of Autzen Bridge. Ms.
Larison noted the UO's past successes in recycling.
Mr. Richardson anticipated that the signage he mentioned at the previous meeting would be installed
soon. He described the extent and location of the signs. Mr. Richardson circulated the new depiction
done by Ms. Applegate, previously mentioned by Ms. Nunn. He emphasized the general need for signage
and the considerable interest expressed by many parties, and assured the CPC that the signage would be
improved, particularly with the Trials coming up. There would be a variety of signs installed on the
kiosks, including no dogs off leash.
Mr. Richardson said the Oregon Track Club had discussed doing a rededication of Pre's Trail in the
spring. He understood that the organization would also like to install mileage markers along the trail that
were flush to the ground.
Mr. Richardson said there was a lighting improvement project planned for Autzen Path.
Mr. Richardson reported that the handrails on the bridges were done and the benches would also be
redone. The bridges themselves would soon be power washed.
Speaking to the issue of the needed guardrail on the east side, Mr. Richardson said that because of the
grade, the City would need to make some physical changes that reduced the radius to accommodate the
guardrail and he was still waiting to hear from public safety services about its use of the bridge and the
impact of the change on those services.
Mr. Richardson said that some natural resource work, including blackberry removal and efforts to control
false brome, was occurring in the park. Chips were also being stockpiled.
MINUTES— Citizen Planning Subcommittee of the January 10, 2008 Page 5
Whilamut Natural Area
