Mr. Holloter recalled that the UO had proposed a motorized vehicle to travel between Autzen Stadium
and Hayward Field for use during the Olympic Trials and asked what had happened. Mr. Sonnichsen said
he had heard nothing more but did not think the organizers would come to the CPC with such a proposal
in understanding of the strong opposition it would face. He understood that LTD would bus people from
the stadium to the field over the Ferry Street Bridge.
Mr. Ernst said he had seen a similar report circulating in Springfield about the same issue and was also
trying to find out more. The report had suggested the potential of a parking structure. Mr. Sonnichsen
found it surprising that the news report of the report indicated about 450 spaces of the parking lot would
be consumed by such a facility, and the parking lot was smaller because of construction. The UO had to
get a waiver from the UO to reduce the parking. The newspaper article indicated that even though 450
spaces would be taken up, the UO could realign its existing parking lot to make up for all the lost spaces.
Ms. Behm observed that in the past, the UO argued it needed the parking provided by parking lots in the
natural area because of a lack of parking.
8. Staff Reports
a. Willamalane
Ms. French reported that Park Services staff had created a `walk bikes' stencils for placement on the paths
in the Eastgate area. Some CPC members noted these were already being installed. CPC members
applauded.
Ms. French said that Willamalane planned to do some reconstruction work on Pre's Trail in a manner
similar to what had been done by Eugene in terms of resurfacing and consistency of path width. The
Rotary Club was involved and wished to install some benches, although she was unsure where they could
go in the Eastgate Woodlands. Alternate locations in West D Street Greenway will be suggested to
Rotary Club representatives.
Ms. French said the restoration work funded by the Oregon Watershed Enhancement Board (OWEB)
grant was supposed to start the next week but she was still trying to arrange for a needle clean up by HIV
Alliance prior to that work. She pointed out the location of the project on an aerial photograph of the
natural area. Responding to a question from Ms. Behm, Ms. French said the area was selected because
the district had almost reached that area in its five -year plan and because other areas in the Willamalane
Restoration Master Plan that came prior were out in the middle of the park. The district staff had believed
it had a better chance of securing the OWEB grant if the work was right along the stream.
Ms. Larison asked if there was a plan to do something with the part of Pre's Trail that went under Walnut
Street. Ms. French did not know if the planning had gotten that far as several parties were involved. She
did not think much design work had been done.
Ms. Behm was concerned about the potential of work occurring that would be in vain because of future
path realignments.
Ms. French said Willamalane would continue to work with ODOT on the bridge plans.
MINUTES--Citizen Planning Subcommittee of the January 10, 2008 Page 4
Whilamut Natural Area
