Mr. Richardson updated the committee on parking lot 8 & 9 issues. He explained that on Monday, July <br />14, contractors had scraped gravel out of lot 8 and added logs to keep traffic confined, and create a <br />mowable slope. He said the lot would provide access to the canoe canal. There were also plans for the <br />area to be planted with drought tolerant grass and plants. He said that further negotiations between the <br />City and the University could result in further adjustments. <br />The committee discussed issues regarding lots 8 & 9 and how it would affect parking issues for the park, <br />canoe canal, dog park, University of Oregon baseball stadium, and University football game parking. <br />b. Willamalane <br />Ms. French said the restoration project on 1' /2 acres in the Eastgate Woodlands looked good. The <br />Northwest Youth Corps had volunteered one day to remove re- sprouting blackberries and ivy. <br />Ms. French said Mr. Cooper wanted her to address the reasons for the short timeline the CPC was given <br />for the Springfield Rotary sign project for the Pre's trail upgrade in the Eastgate Woodlands. She <br />explained that Rotarians wanted to help pay for the trail upgrade and to develop signage to show that <br />visitors were in the Springfield side of the park. She said that she asked Willamalane staff and the <br />Rotary group to meet and work with the CPC, but that meeting did not happen very early in the process. <br />She explained there was very little that could have been done to stop the momentum of the project, and <br />added that there was urgency on the part of Rotarians to get the sign up before the Olympic trials. <br />Ms. French said that Willamalane has been approached by ODOT about beginning negotiations for <br />compensation for the impacts to the park due to the I -5 bridge project. She related that major impacts to <br />the Willamalane side of the park were not as substantial as those to the Eugene side of the park. She <br />added that since there would still be some impact, Willamalane intended to ask ODOT to come up with a <br />redesign of the unsafe bike path system under the Willamette Street bridge. <br />Ms. French talked about the pedestrian use of the Riverbank Path. She reported that currently, Joel <br />Miller, Willamalane Park Services manager was working on the project and was very willing to make it a <br />pedestrian only path. She mentioned that he seemed to have a different idea of the project design than <br />she thought the CPC had. She wanted to check in with the committee to make sure she understood what <br />the CPC wanted. Mr. Miller was talking about tearing up the pavement to replace it with a soft surface <br />material — basically a loop extension of the Pre's trail. She did not think tearing up the paved path was <br />what CPC members had in mind. <br />Ms. Mello mentioned that Mr. Miller talked about removing the pavement to put in another type of <br />surface that would discourage bike travel on it. Ms. Mello thought a surface like that would be <br />something the committee should think about. <br />Ms. French said Ms. Behm felt it was important to make the path Americans with Disabilities Act (ADA) <br />accessible and a surface that discouraged bicycles would also hinder people in wheelchairs. <br />Ms. May suggested putting in turn styles throughout the path similar to the ones used in Sun River, which <br />wheelchairs could traverse through. <br />MINUTES --- Citizen Planning Subcommittee of the July 17, 2008 Page 4 <br />Whilamut Natural Area of Alton Baker Park <br />
