Memo to: Chuck Fairchild, Acting Supervisory Natural Resource Specialist
Date: January 10, 2010
RE: Clarification of Duties during 120 day Detail (Part two)
CC: Jonathan Wilder, Eugene District Union Representative
Peggie Russell- Davis, Personnel Specialist
Thank you for a new draft of the proposed 120- day detail to unclassified duties late Friday. In a
separate memo earlier today I have addressed two high -level points seeking immediate
adjustment. In this memo, I'm listing some additional concerns for which I understand
clarification may require additional research or consideration — although with the detail starting,
time is of the essence with regard to these clarifications as well.
1. Regarding the duties outlined in the detail document, which includes a list of duties
described as a miscellaneous set of responsibilities that were once accomplished by several
employees that recently retired from the Eugene District, I would overall appreciate a better
understanding of these duties and the expectations over the 120 day detail.
For example, Doug Huntington told me that he spent about 25% of his time coordinating the
current volunteer program and certain parts of the current district environmental education
• activities.
In addition to what Doug did for the Eugene District on these duties in 0.25 FTE, I have been
assigned:
• To develop, coordinate and implement the Eugene District Environmental Education
Strategic Plan
• Coordinate and respond to new work coming out of the OSO and WO with regard to
increased emphasis in the BLM on environmental education
• Coordinate additional educational programs beyond Doug Huntington's portfolio, such as
the education programs
• Coordinate the District's role in Citizen Science
It appears reasonable to expect that this task listed as "4. Environmental Education"
would call for about 0.5 FTE over the next 120 days.
With that kind of simple workload comparison and analysis in mind,
a. Could you please let me know about how many hours per week or month on
average, or the percentage FTE, that were dedicated by the previous employees to
performing the duties outlined in your sections 1, 2, 3, and 4?
