b. How would you like to work with me to assess the amount of time I should spend <br /> proportionately on the various major groups of duties outlined in 1, 2, 3, 4, 5, and <br /> 6? <br /> 2. Could we also establish who I work with on the specific duties? I know for <br /> example that I am to work with the ADM, Polly Elliot and the Core Leadership Team (CLT) <br /> to develop the Environmental Education Plan. Who would I report to on the other duties? <br /> 3. I would appreciate an assurance that specific training needs I may have related to <br /> elements new for me in these duties will be accomodated gracefully. For instance, it appears <br /> likely there are some areas of software application outside my current experience, for which <br /> access to appropriate training resources, and the time to utilize them, would be helpful. <br /> 4. To clarify expectations, in duties listed under "2. Volunteer Coordination ", while <br /> it is the coordinator's responsibility to keep track of volunteer agreements and help link <br /> volunteers up with BLM staff for volunteer work, there is no decision authority embodied in <br /> a coordintor to ensure volunteer agreements are in place or that volunteers have received <br /> proper safety training. Rather, those responsibilities lie with the BLM volunteer supervisor <br /> of record. As a coordinator, I understand that I would keep a folder of all the active <br /> volunteer agreements and a spreadsheet of who supervises them. Because of the liability <br /> issues and potential legal ramification for the agency associated with volunteers and the new <br /> bureau regulations, clarity on these responsibilities seems to be very important. <br /> 5. The duties described in "3. Public Outreach," still seem pretty vague, and with a <br /> phrasing of "further assignments will be forthcoming" it may be difficult to clarify our <br /> reasonable expectation with regard to my overall workload and priorities. What does "as <br /> defined by the Field Manager" mean — is there a document that records this? What does <br /> "represent the Siuslaw Resource Area" mean — to what degree and authority? Do these <br /> duties represent all programs within the Siuslaw resource area? How much additional time <br /> would be allocated to supporting other programs on the District? Will I be doing Public <br /> Outreach for the rest of the District? <br /> 6. Item 6 is still not clear to me. As you and I discussed, you said that you were the <br /> contact person for the Youth Conservation Corps programs, which includes Northwest Youth <br /> Corps and Oregon Youth Conservation Corps. How would my duties relate to that? Also, as <br /> the possibility of the BLM developing its own Youth Conservation Corps remains <br /> hypothetical at this point, I wonder how relevant it is to the description of a 120 day detail. <br /> 7. While considering and clarifying my workload under this detail, I would <br /> appreciate it if, in addition to specific assignment- and - task - related training needs noted <br /> above, you would provide for a normal amount of flexibility to allow some time for more <br /> general and routine career- development training opportunities.
