• <br /> agencies and take these into account in the day - to-day WEWP operations. Other groups such as <br /> e Oregon State University, Lane Community College, and various school districts will use the area <br /> extensively for education purposes, and they must be considered in management decisions. <br /> Assignments are very diverse, and the incumbent must utilize considerable resourcefulness and <br /> judgment to develop and maintain effective and smooth- running policy and guidance, problem <br /> analysis, and conflict resolution and mitigation. The operation must be reevaluated and adjusted as <br /> phases of development are completed ( acquisition, management; interpretation, etc.) and patterns <br /> of visitor needs change, and/or policies and programs of other agencies with jurisdictional interest <br /> are amended and must be accommodated. <br /> The West Eugene Wetlands Project presents a unique management situation for the Bureau of <br /> Land Management. The problems arising in these urban and rural/urban wetland ecosystems are <br /> of an unusual nature calling for treatment and effort that are without precedence. The incumbent <br /> will need to draw from many different sources of information and expertise, often from outside <br /> the Bureau. Because of the newness of the program, the Project Manager will often need to <br /> justify many of his/her management decisions, policies, and programs:ima-unique setting of <br /> cooperative relationships developed for the management of these wetland resources. <br /> Factor 5, Scope and Effect <br /> The work and output of the incumbent must provide for the protection of natural and cultural <br /> resources, recreation and wetland/upland resource values in the West Eugene Wetlands Project <br /> '1 area The incumbent's work will directly affect large numbers of users. The wetland acquisition <br /> program, one of high visibility within the region and nationwide, has significant economic impacts <br /> in addition to significant user impacts. Resources controlled by other jurisdictional agencies in the <br /> area are directly affected by the incumbent's management decisions. <br /> The WEWP acquisition operation and management development is closely watched by the <br /> Bureau, agencies with jurisdictional interest in the area, the public, user groups, and landowners, <br /> The manner in which resource concerns and overall multiple -use management of the WEWP are <br /> presented to the public affect the public's perception of how it is being managed, and <br /> subsequently influence the effectiveness and acceptability of the agencies goals, and/or activities. <br /> Factor 6, Personal Contacts <br /> The incumbent must deal with many different individuals and groups including special interest <br /> groups, the public, other Federal agency representatives, local and State agency representatives, <br /> the news media, law enforcement officials, corporations, non -profit organizations, and co- workers <br /> locally and from other Bureau offices. Contacts will be in person, on the telephone, and in <br /> writing. Contacts are often issue or project - oriented and made on a non - routine basis. As a <br /> showcase for the BLM resource and management, many public dignitaries, e.g., the BLM <br /> Director and Secretary of Interior frequently are given tours or information about the area. <br />
