. <br /> • maintenance of facilities and services. <br /> ■ <br /> Factor 2, Supervisory Controls <br /> The WEWP Manager works under the supervision of the Field Manager, Coast Range Resource <br /> Area. The Field Manager provides direction by definition of program mission and reviews the <br /> work in terms of effect on the overall program objectives. Most assignments are carried out <br /> independently in accordance with procedures, policies, and previous experience when these <br /> guidelines exist. <br /> The Project Manager is expected to work autonomously and independently, requiring little direct <br /> supervision. When guidelines do not exist, the incumbent must use resourcefulness, initiative, and <br /> judgment to deal with unprecedented situations. Incumbent develops techniques; resolves <br /> conflicts; and exercises independent policy interpretation. . Keeps the Field Manager informed of <br /> the status of on -site developmental projects; non - Bureau events and programs affecting the area; <br /> and pending controversial matters. <br /> Factor 3; Guidelines <br /> Incumbent is required to use directives such as Bureau policy statements, Bureau instruction and <br /> information memos, Code of Federal Regulations, Departmental and Bureau Manual procedures, <br /> an approved Annual Work Plan, and safety plans. Incumbent must use policy statements, <br /> information memorandums, cooperative agreements, and other pertinent information to be <br /> CI knowledgeable of the policies and regulations of the City of Eugene, U.S. Fish and Wildlife <br /> Service, Army Corps of Engineers, Lane County, and Nature Conservancy. <br /> The incumbent is required to make interpretations and adaptation of existing guidelines and <br /> instructi ins and to apply a knowledge of organizational policies, scientific methods/practices and <br /> professional standards to diverse and complex situations in making management decisions. The <br /> incumbent exercises independence and resourcefulness in planning, reviewing project designs, <br /> recommending management plans, and in translating approved plans to action items. Guidelines <br /> for much of the recreation, interpretation, and environmental education program are not identified <br /> in specific directives. Incumbent must rely on his/her own judgment and sometimes turn to <br /> sources other than the BLM for guidance in establishing, implementing, and analyzing programs <br /> and activities. <br /> Factor 4, Complexity <br /> Must be able to manage all facets of the West Eugene Wetlands Project operations including land <br /> acquisitions, project management, visitor and resource protection, visitor services and safety, <br /> maintenance, interpretation and environmental education, administration, volunteer programs, and <br /> relations within BLM and outside with other Government agencies, the City of Eugene, and the <br /> public. The incumbent must be able to coordinate the many facets of the WEWP with other <br /> Bureau resource programs and coordinate cooperative management with the City of Eugene, <br /> Lane County, U.S. Fish and Wildlife Service, Army Corps of Engineers, and Nature Conservancy. <br /> � . • The incumbent must understand the goals, objectives, and regulations dottier participating <br /> objectives, gu P P 8 <br />
