FES Factors <br /> Factor 1, Knowledge Required by the Position <br /> Professional knowledge of biological and natural resource management applicable to a wide range <br /> of duties and responsibilities associated with the development and management of multiple -use <br /> public lands supporting rare biological communities in an urban interface zone. Knowledge and <br /> skills sufficient to solve problems covering diverse wildlife, botany, and wetland management <br /> situations, hydrologic regimes and to lead a diverse staff through all phases of development of the <br /> WEWP and operations. Sound professional knowledge sufficient to modify or adapt conventional <br /> techniques and procedures to new situations; or to establish departures from established <br /> management methods and techniques; and to assess, select and make use of agency precedents in <br /> means and ways to devise strategies and plans that resolve significantimanagement problems. <br /> Ability to establish, gain support and maintain positive working partnerships with a variety of <br /> publics (e.g. Federal, state, and local officials, special interest groups, and general public). <br /> Knowledge of work group leader, team leader and program management skills and practical <br /> experience in applying this knowledge; this includes knowledge and understanding of EEO and <br /> Affirmative Action policies, and of leadership skills necessary to effectively motivate, train and <br /> develop work group employees. <br /> Knowledge of various biological principles, e.g., the theories and practices of wildlife, botany, and <br /> riparian biology, wetland restoration, and/or an understanding of the concepts of ecology <br /> sufficient to evaluate the habitat conditions and trends, with an emphasis on the creation of <br /> seasonal wetland habitat. <br /> Knowledge and experience in developing and implementing strategies for locating and securing <br /> government and non - government funding sources. Includes researching funding opportunities, <br /> writing grants and proposals, and initiating and maintaining relationships with foundations and/or <br /> corporate partners with the intent of securing funding. <br /> Skill in written and oral communication principles, techniques and methods sufficient to prepare <br /> technical reports and environmental assessment documents and to communicate and explain <br /> Bureau and WEWP programs and policies to other professionals, recreation users and public land <br /> users. Skill in interpersonal relations practices sufficient to communicate knowledge to groups at <br /> public presentations and to coordinate assignments with resource area and district personnel. <br /> Sound knowledge of National Environmental Policy Act, as well as the Bureau's policies on <br /> environmental assessments and resource protection. Knowledge of national, departmental, and <br /> c, <br /> Bureau laws, regulations and policies related to multiple -use resource management.
