Coordinates and conducts interagency meetings and <br /> negotiates interagency strategies to meet natural resource management objectives. Develops, <br /> implements, and updates cooperative agreements with cooperating parties. <br /> Plans strategies and coordinates the implementation of plans for achieving overall long range <br /> objectives for acquisition management, restoration actions, and facility operations. Evaluates <br /> progress and adjusts plans as needed. Makes decisions necessary to operate the WEWP within <br /> limits of delegated authority. Undertakes specific commitments and actions needed for long-term <br /> resource protection, including identification of priorities, costs and schedules. <br /> Under the supervision of the Area Manager, the WEWP Manager serves as the work group <br /> leader. In this capacity, provides technical guidance and quality control, coordination of <br /> schedules, daily work assignments and accomplishments, and input into Employee Performance <br /> Plan and Results Reports (EPPRRs). <br /> Develops and implements strategies for locating and securing external funding. Researches <br /> funding opportunities, writes grants and proposals, and initiates and maintains relationships with <br /> foundations and/or corporate partners. Implementing the fund raising strategies will require <br /> communication and dialogue with a variety of publics such as donors for non-profit organizations, <br /> funding institutions (e.g. Wildlife Conservation Board, National Fish and Wildlife Foundation, <br /> C,l North American Waterfowl Management Plan, corporations), recreation users, individual public <br /> land users and educators, mostly in tours, meetings, by written correspondence, one-on -one <br /> conversations, and public presentations. Develops an integrated strategy for donor /partner <br /> recognition. <br /> Prepares and submits the West Eugene Wetlands portion of the Annual Work Plan (AWP). <br /> Executes program activities to conform to approved AWP and available funds. Monitors <br /> expenditures and revises the program as necessary. Responsible for ensuring that WEWP <br /> expenditures are in conformance with policy and approved budgets. Serves as Contracting <br /> Officer's Representative or inspector as needed for contracts such as those with cooperating <br /> agencies, private contractors, etc. Shares and communicates BLM's funding position to WEWP <br /> partners, prepares out year budget plans and estimates for the WEWP, and prepares/submits bills <br /> for reimbursable services to the partners. <br /> Coordinates the design and construction of a wetland education center, interpretive services, <br /> visitor facilities, and their necessary components (Education Plan, Access Plan, Interpretation <br /> Plan, faeiility design and construction). Develops agreements for sharing facilities and equipment <br /> with other cooperators. Responsible for the development of interpretive and enviromnental <br /> education programs and materials. Coordinates use of the area by such groups as schools, public <br /> education programs, and the public mainly for purposes of environmental education, scientific <br /> ) study, and recreation. <br />
