INTRODUCTION <br /> The West Eugene Wetlands Project (WEWP) is located within the Coast Range Resource Area of <br /> the Eugene District. As the lead agency for the WEWP, the Bureau of Land Management is <br /> committed to integrating the needs of human communities and wetland ecosystems in the <br /> southern Willamette Valley through participation in a unique set of cooperative relationships for <br /> the management of these lands and resource values. <br /> Implementation of this project involves the acquisition and management of approximately 3,500 <br /> acres of high quality wetland habitat, a large percentage within the city limits and urban growth <br /> boundary of the City of Eugene. Because of the location of these lands, this project is unique to <br /> the BLM and requires close communication and coordination with many publics, agencies, and <br /> elected Officials. This project will ultimately bring into public ownership a system of wetland <br /> resources linked from the City of Eugene to Fern Ridge Reservoir, approximately 4 miles west of <br /> Eugene. This project is still in acquisition phase but the restoration and operation phases have <br /> begun on the 1,500 acres which the BLM has acquired. <br /> The position is situated in Eugene, Oregon. The Project Manager is responsible for the day -to -day <br /> management and operation of a detached special project office involved in intense acquisition and <br /> management of highly valuable and sensitive wetlands. Operational management and development <br /> of WEWP requires the Project Manager to manage a variety of factors including: dealing with <br /> development of an environmental education center and a potential non-profit foundation, <br /> recreation use, wetlands restoration, damage and impacts from homeless camping, natural <br /> hydrologic processes, wildlife and botanical inventories, research and protection of wildlife <br /> (mcluding animals and plants), the recovery and enhancement of Threatened and Endangered <br /> (T/E) species, visitor protection, noxious weeds, law enforcement, and fire management. `The <br /> Project Manager is the team leader for a staff of 3 -5 including two realty specialists, the <br /> operations lead, a public involvement specialist, and one Nature Conservancy employee and <br /> reports to the Coast Range Field Manager. <br /> II. MAJOR DUTIES <br /> Serves as the manager for the WEWP. The position includes a wide range of duties and <br /> responsibilities associated with the development and management of multiple -use public lands <br /> supporting rare biological communities. This would include managing the detached office and <br /> coordinating, monitoring, and evaluating all phases of the project. The incumbent must solve <br /> problems covering diverse wildlife, botany and wetland management situations, hydrologic <br /> regimes, and evaluate habitat conditions and trends, with an emphasis on the creation of seasonal <br /> wetland habitat. The incumbent is also responsible for the management and protection of visitors <br /> and resources within the area. <br /> The incumbent will maintain working relationships with entities having jurisdictional interests in <br /> resources in the West Eugene Wetlands Project, such as The Nature Conservancy, U.S. Fish and <br /> Wildlife service, Army Corps of Engineers, Lane County, and the City of Eugene.
