been asked to provide some special project service to the BLM national training <br /> center /national office, and I would appreciate it, in the interests of the organization overall, if <br /> you would provide for a normal amount of flexibility to allow some time for my recognized <br /> special skills set to be applied in that kind of wider service. <br /> From what you have written and said, it is my understanding that this 120 day detail is being <br /> made for local district budgetary and human resource allocation reasons, and that there is <br /> absolutely no punitive component to it in any way. <br /> As such, it will be my pleasure to fill in within the district appropriately where my skills are most <br /> needed in the short term. At the same time, and in all fairness, simply because of this temporary <br /> detail I don't believe the normal accomodations for my grade and tenure should be allowed to <br /> fall by the wayside. <br /> I also understand that I am entitled to an interim evaluation of my previous work, prior to a <br /> detail, so that the informational basis for evaluation does not become stale, lost, or forgotten <br /> while I'm busy on other duties. As you and I have discussed, and notwithstanding my repeated <br /> requests, I never received an EPAP, or performance plan or evaluation in 2009 and I did not <br /> receive a performance plan for 2010. At this point I would like to know how management <br /> intends to provide me with an appropriate evaluation of my work in the absence of a <br /> performance plan. I do not want to continue into my new detail without these key evaluation <br /> measures in place. <br /> I would like to recommend that I be situated in one of the vacated work stations in the main <br /> building. Based on the detail description, 90% of the work described will be serving and <br /> coordinating around district -level programs. Given that, it would make the most sense for <br /> efficient and effective coordination for me to occupy one of these several empty work stations. <br /> Again, Chuck, I want to stress that I understand that it is management's prerogative to assign me <br /> to a detail and eventually to re- assign me to a new established and properly classified position. <br /> However, I would greatly appreciate if established personnel policies and procedures are adhered <br /> to during these transitions. <br /> Thank you for working with me to clarify the expectations of this 120 day detail. <br />
