Relationship to Stormwater Policy Team: The Stormwater Program <br /> Manager /Coordinator would funnel issues to the Stormwater Policy Team (decision - <br /> makers). This person would be someone who can keep policy makers on -task to make <br /> decisions, and would have the complete support of the Policy Team and other staff. <br /> Budget /FTE decisions would still be made by the Division Managers /Policy Team, or <br /> specific Division Manager if a decision is internal to the division. Regular meetings with <br /> the Stormwater Policy Team would be important, perhaps with the Stormwater Program <br /> Manager /Coordinator assigned as chair, providing facilitation and meeting management. <br /> If a move to new stormwater program responsibilities is desired, this person would <br /> facilitate obtaining division managers' support and the allocation of resources to the <br /> effort. If the division managers should have a question about the stormwater program, <br /> the Stormwater Program Manager /Coordinator is a resource to them, keeping division <br /> managers abreast of new regulations, how to be prepared, and providing regular <br /> program review. The Stormwater Program Manager /Coordinator's role and relationship <br /> to the Stormwater Policy Team is represented by the statement "here's what I <br /> recommend and why ", rather than "here are your choices." <br /> Relationship to Stormwater Management Team: The Stormwater Program <br /> Manager /Coordinator may bring up issues to the Stormwater Management Team or the <br /> Stormwater Management Team may present issues within their group and to the <br /> Stormwater Program Manager /Coordinator. The Stormwater Management Team would <br /> be an important resource to the Stormwater Program Manager /Coordinator, providing <br /> the sounding board for issues that go to the Stormwater Policy Team. The Stormwater <br /> Program Manager /Coordinator would chair the Stormwater Management Team, and <br /> convene that team on a regular basis, defining the role of the team, and being the key <br /> to their success. Most of the decisions would happen at the Stormwater Management <br /> Team level, except budget /FTE decisions. The Stormwater Management Team conveys <br /> the stormwater program vision to their staff (performing more as a team of managers, <br /> not program managers). <br /> Duties: The Stormwater Program Manager /Coordinator would devote time to guiding <br /> the stormwater program and not get sidetracked into other work. Evaluating the <br /> program efforts is an important task, perhaps accomplished by discovering ways that <br /> other agencies are evaluating their stormwater programs. The Stormwater Program <br /> Manager /Coordinator would establish relationships with other Phase I and II program <br /> managers /coordinators, research information from outside sources on a variety of <br /> BMPs, evaluate what we're doing now, and keep in touch with all internal players — in <br /> effect, perform all the functions that were displayed as issues in the beginning of this <br /> project (provide clear vision of where the program is going and clear priorities, perform <br /> regular program evaluation, engage in adaptive management /corrective action, identify <br /> clear responsibilities, be a central coordinating function, and provide consistency <br /> between divisions).
