Managing the funds for the Stormwater Program is still a responsibility of the Division <br /> Managers. The Stormwater Program Manager /Coordinator would monitor and report <br /> on the overall, high level budget for the stormwater program during budget season <br /> (review revenues, expenditures, and fund balance). Additionally, the Stormwater <br /> Program Manager /Coordinator may facilitate providing justification for a rate increase, if <br /> needed. <br /> Skills /Abilities: <br /> Facilitation /mediation skills <br /> Communication skills (pull together information; present proposals) <br /> Analytical /problem solving skills <br /> Ability to set boundaries about taking on work <br /> Ability to measure effectiveness (identify gaps) <br /> Tracking /organizational skills <br /> Teambuilding skills (for staff to have some sense of belonging to SW program) <br /> Ability to be self motivated and resourceful <br /> Computer software expertise (Able to put information together in a way people can see <br /> a connection) <br /> Knowledge /Experience: <br /> Knowledge /experience related to stormwater program management /coordination and <br /> related issues <br /> Knowledge of city processes (to decide how big of an issue problems are and if they are <br /> political) <br /> Related technical (science or engineering or natural resources management) <br /> background <br /> Knowledge of related environmental regulations /requirements (CWA, ESA, etc) <br /> General knowledge of federal, state and local regulations /requirements (e.g. Oregon <br /> state land use regulations) <br /> Attachments: <br /> APPENDIX A: Public Works Department Review Team and Stormwater Management <br /> Team representation <br /> APPENDIX B: Stormwater program representation by division <br /> APPENDIX C: Stormwater budget by division <br /> APPENDIX D: Force Field Analysis <br /> 10 <br />
