Recommendation <br /> Apparent from the decision matrix above, Scenario One, Appoint a Stormwater Program <br /> Manager /Coordinatorwas determined by the group to be the preferred solution to the <br /> issues. Each individual member ranked this scenario highest, followed by Scenario 4A <br /> (Reorganization). Scenario 1 did not only score the highest overall, but it scored <br /> highest in terms of being realistic and desirable. The budget /FTE impacts for Scenario <br /> 1 would be limited to one new or reallocated position. It is worth noting that while the <br /> overall score for Scenario 4A was relatively high, it scored low in terms of being realistic <br /> and desirable. Scenario 4A would also have FTE impacts (one or more) and significant <br /> budget impacts. <br /> Discussion followed about the scores for each criteria, and how to modify the preferred <br /> scenario to best meet each criteria. For example, one of the lowest rated criteria for <br /> the Stormwater Program Manager /Coordinator scenario was Consistency in Policy <br /> Interpretation. How could the group ensure that appointing a Stormwater Program <br /> Manager /Coordinator would achieve this goal? By having the support of the <br /> Department Director and Division Managers (the Stormwater Policy Team), including <br /> regular access, and by chairing the Stormwater Policy Team and the Stormwater <br /> Management Team meetings, the Stormwater Program Manager /Coordinator might be <br /> better able to ensure consistency. <br /> Additionally, a series of "what if" questions were discussed to help further describe this <br /> new role in the organization, such as: what if there were a new program responsibility <br /> that made sense for the Stormwater Program to take on? In that case, the Stormwater <br /> Program Manager /Coordinator would facilitate getting Division Managers' support for <br /> the new responsibility, and ask them to allocate resources. <br /> General duties, skill areas, and educational background were laid out by the group, and <br /> it was proposed to draft a position questionnaire in order to explain the position in a <br /> format that decision - makers would be familiar with. <br /> Characteristics of the Stormwater Program Manager /Coordinator <br /> The Stormwater Program Manager /Coordinator, would be a new position, whose <br /> mission would be to guide the work of the Stormwater Program -- providing vision, <br /> facilitating communication and coordination, motivating members, evaluating and <br /> helping to prioritize program efforts. It is important to this person's role within the <br /> department to maintain objectivity, meaning they do not favor one division over <br /> another when making recommendations about stormwater program priorities, activities, <br /> or changes, but rather keep the grand vision of the stormwater program. <br /> 8 <br />
