CIC Memo -- Scobert Park Advisory Committee • <br /> Page 2 <br /> October 3, 1996 <br /> Committee Representation <br /> Based on input received by the City at several neighborhood meetings, staff recommends that the <br /> Scobert Park Advisory Committee include 17 members, with the memberships allocated as <br /> described on the application form. A more detailed description of the membership mix follows: <br /> • The houseless -- This category includes the traditional "homeless" who frequent <br /> the park area as well as renters and those in temporary housing situations (e.g., <br /> shelters, motels, rooming houses, staying with friends). Also included in this <br /> category may be people who work near the park but do not live in the area and <br /> those who frequent the park but do not live in the area. <br /> • Residents of the West Blair neighborhood -- As described in the August 1994 <br /> Whiteaker Plan. This area is generally identified as bounded by Second Avenue <br /> on the north, the alley between 5th & 6th on the south, Blair on the east, and <br /> Almaden Street on the west. <br /> • Immediate neighbors of the park -- This is defined as people who live within one <br /> block of the park. <br /> • Local businesses -- This is tentatively defined as businesses in the same area as <br /> that used to define the West Blair neighborhood. <br /> • Social service providers -- This would include representatives from agencies that <br /> serve residents in the West Blair neighborhood. <br /> • People with a horticultural background -- The desire is to include a person with <br /> professional credentials and knowledge of the existing plantings as well as the <br /> ability to help the committee make recommendations on future landscaping <br /> options. <br /> • Members of the voters' pool -- These members will be selected from the <br /> randomly selected voters pool, focusing on voters who have indicated an interest <br /> in relevant issues (e.g., parks, public safety). <br /> The recommended membership mix varies from the standard formula for several reasons: <br /> • The community has strongly urged the City to use the membership mix listed on <br /> the application form. <br /> • The issues involving Scobert Park are very localized. Therefore, added weight is <br /> given to local representation. Two members from the randomly selected voters <br /> pool are included to provide balance on the committee, and members representing <br /> social service agencies and horticultural interests may also provide a broader <br /> perspective. <br /> V-2 <br />
