The decision to form this advisory <br /> committee follows an extended period of interaction between the City and residents in the <br /> Scobert Park area. This interaction has helped increase staff awareness of the community's <br /> various needs and desires relative to Scobert Park. These varied needs and desires are reflected <br /> in the unique characteristics of the committee described in this memo and in the accompanying <br /> CIC committee application form. <br /> Requesting Department <br /> The Scobert Park Advisory Committee is being formed as a department advisory committee, <br /> with the Public Works Department serving as the lead department. In addressing Scobert Park <br /> issues, the advisory committee is likely to discuss and may recommend strategies involving <br /> departments other than Public Works. The most likely examples are the Department of Public <br /> Safety and Library, Recreational and Cultural Services. This potentially broad involvement of <br /> City departments is reflected in the combined description of the requesting department as "Public <br /> Works /Public Safety." <br /> Committee Task <br /> In addition to the broad mission of the committee listed on the application form, staff has <br /> identified specific areas that are appropriate for committee review. These areas include: desired <br /> park usage (e.g., passive recreation vs active recreational activities); park lighting levels; park <br /> hours; types and levels of landscaping; appropriate levels of thinning for the existing <br /> landscaping; recreational strategies for increased park use by the general community; and <br /> community policing strategies to increase safety in the park for the public. In general, the <br /> committee is encouraged to discuss the future of this park and make recommendations with an <br /> emphasis on short-term strategies that can reasonably be implemented by the City. <br /> v -1 <br />
