CIC Memo -- Scobert Park Advisory Committee
Page 3
October 3, 1996
• Other advisory committees with a unique membership mix have worked well in
the past. An example is the DPS Department Advisory Committee created in
1994 to review and evaluate the police officer complaint procedure.
In order to assist this large and potentially diverse group of people, the City plans to provide
facilitation services. Staff is prepared to provide the appropriate level of technical support for the
committee.
Outreach Strategies to Solicit Applicants
• A newspaper advertisement (sample attached) ran in the Saturday, September 28,
1996, issue of The Register Guard. The ad was designed to reach a broad
audience, including potential representatives from the West Blair neighborhood,
local businesses, social service providers, and people with a horticultural
background.
• Fliers (sample attached) were posted September 27 in a number of locations in the
Whiteaker neighborhood. The fliers, in English and Spanish, were designed to
reach local residents, immediate park neighbors, and members of the houseless
constituency.
• A letter and committee application form (samples attached) were mailed
September 27 to approximately 2,200 residents and property owners in the West
Blair area. The application form also has been translated into Spanish. The
mailing was designed to reach West Blair residents, immediate park neighbors,
and local businesses.
• Staff is in the process of telephoning members of the voters' pool to solicit
applications from that group.
Outreach Strategies to Support the Committee
• Signs have been and will continue to be placed in the park to explain the reasons
for the temporary closure and any extraordinary maintenance activities. The
signs, in English and Spanish, provide "friendly" information to supplement the
"official" postings in the park.
• Committee meeting notices will be listed in The Register -Guard and posted at
designated locations.
• The Whiteaker Community Council will be sent information about the Scobert
Park Advisory Committee, including copies of committee meeting minutes.
V -3
