13. Maintain attractive fencing around planting beds. <br /> There are no on -going funds available to install attractive fencing, or to maintain and protect it <br /> from possible vandalism. This is a potential staff assisted volunteer project. Such things as <br /> location and type of fencing would need the approval of Parks Planning staff. Maintenance of <br /> such fencing would be the responsibility of the neighborhood. <br /> IIL Clean and Healthy Environment <br /> 14. Provide public toilet facilities near the park. <br /> We have not been able to locate City owned or controlled property close to Scobert Park on <br /> which to place public toilet facilities. There are currently portable toilets on 2nd & Lincoln and <br /> 2nd & Chambers. These facilities have not been extremely successful, as the criminal element <br /> takes over and discourages legitimate users. The Whiteaker Public Safety Station has restroom <br /> facilities available during its business hours. That property is not City - owned, and the owner is <br /> strongly opposed to the placement of a portable facility on the lot. <br /> 15. Erect signage at the park directing people to the nearest public toilets. <br /> A map of the neighborhood indicating locations of public toilets will be created and placed on <br /> the bulletin board mentioned in the response to recommendation number seven. <br /> Ii. Park Use and Community Activities <br /> 16. Provide safe, useful play equipment intended for younger children. Keep the playground <br /> area proportional to the size of the park <br /> No funds are currently available for a full scale play equipment upgrade. <br /> 17. Recruit youth volunteer organizations to help raise funds for and construct the new play <br /> equipment. <br /> The neighborhood group may opt to organize this volunteer effort. Staff would support and <br /> assist the volunteer effort in ensuring that recommendation number eight is met and that Federal <br /> safety standards are strictly adhered to. <br /> 18. Encourage acoustic music and concerts in the park. <br /> 19. Encourage low - impact organized activities for adults and children like tai chi, martial <br /> arts, meditation, yoga classes. <br /> 20.
