This is the general plan that PARCS and Public Works will be working on
together. Some of the other pieces are as follows:
1. PARCS expects to have their rough mowing completed about August 30th.
Once that is done, Fleet will transfer their slope mower from the
Massey Fergeson to the Ford which will give us a more reliable machine.
2. Public Works is in the process of purchasing a new gradall. Included in
the specifications will be an option for a brush head and hydraulic
plumbing which will add about S 12,000 to the price. Hopefully, we
will have enough money to include this option in the purchase.
3. As the Public Safety Department identifies problem pockets we will
divert our resources to meet those needs.
4. We will supplement this project with community volunteer groups such as
the Lane County Community Service Juvenile group to help with the
needed hand labor.
This is an optimistic schedule we have set. It will give us a good start on
the three year program laid out in Dick Morgan's May 31, 1989, memo. Much of
this initial work will consist of roughly opening up the above defined areas
for visual access. Any commitment for support from the sheriff's prisoner
crew would certainly help supplement our efforts. This would be in addition
to the 10 days mentioned previously in this memo. We could easily utilize
them another 20 days. If we can't get the fee waived maybe ther is some
contingency money we can use. Once we get the above defined areas opened up,
we will re- evaluate our progress and plan our future actions.
I hope that this action plan meets your goals for improving the river bank
for safety purposes. PARCS and Public Works are diverting resources from
other programs to make this happen. We are trying to juggle our resources to
minimize the impact to those programs and will monitor them and make neces-
sary adjustments. I would appreciate some feed back. Let me know if you are
able to get the sheriff's prisoner crew for this project.
cc: Chris Andersen
Ed Smith
Doug Post
Dick Morgan
Gene Shutt
