C. Pre - Emergency Flooding Incident Notification <br /> There may be situations where the IC may wish to activate the CENS even if a <br /> flooding emergency is neither in progress or imminent. An example would be when <br /> there is a realistic possibility that overtopping or breaching of the levee could occur <br /> within the next 24 hours. In such a case, the IC should contact both the City of <br /> Eugene Emergency Program Manager and the Lane County Emergency Program <br /> Manager to seek assistance in developing a warning notification message and <br /> determining the extent of the of area that would be included in the CENS notification. <br /> Contact information is in the Resource Guide to the City of Eugene Emergency Plan <br /> located in the ECC. <br /> CONTINUING PLAN MANAGEMENT <br /> A. Post Incident Debrief <br /> It is an established Eugene Public Works practice that a debriefing meeting be held <br /> after each emergency response event that necessitated the activation of the ECC or <br /> otherwise involved cooperative response actions with another agency. For the <br /> purposes of this plan, it shall be the responsibility of the Incident Commander to <br /> convene a debriefing meeting within two weeks of a flooding or other emergency <br /> incident on the Amazon Creek Flood Control Works. The meeting should include all <br /> personnel that directly reported to the Incident Commander, lead staff that reported <br /> to each Section Chief, and key personnel from any supporting Public Works division, <br /> other City department or another agency. Meeting notes will be taken to document <br /> any revisions to emergency response preparedness, response actions or follow up. <br /> B. Adaptive Management Measures Documentation <br /> The POS Division's Natural Resource Section will document and, where applicable, <br /> incorporate into this plan, all adaptive management revisions to policies, procedures, <br /> practices and protocols related to emergency preparedness and response on the <br /> Amazon Creek Flood Control Works. This will include adaptations based on actual <br /> emergency response experience, annual training exercises, new technology, new <br /> equipment, or direction from the Corps of Engineers. <br /> C. Annual Plan Review <br /> 1. Update Lists and Contact Information — Lists and contact numbers of trained City <br /> personnel; City equipment, materials and supplies; private contractors, vendors <br /> and consultants; mutual assistance agreements; and local emergency <br /> management agencies are updated as necessary as a part of an annual review <br /> of the City's Emergency Plan.
