From Greenhill Road access points: <br /> • South and west to the east intersection of Hillaire Street and Royal Avenue <br /> • South to Meadowlark Prairie Overlook. <br /> • North to the traffic circle intersection of Greenhill Road and Barger Avenue <br /> From Royal Avenue access points: <br /> • East to the high school parking lot near Terry Street <br /> • West to the east intersection of Hillaire Street and Royal Avenue <br /> • West and south to Meadowlark Prairie Overlook. <br /> EMERGENCY EVACUATION NOTIFICATION <br /> A. Responsibilities <br /> The IC in charge of the overall emergency incident response has the responsibility <br /> and authority to order an emergency evacuation. In consultation with the Operations <br /> Section Chief, the IC shall make the determination of when, where and to what <br /> extent an evacuation is necessary. Evacuation orders are required to be initiated by <br /> and carried out through the local law enforcement agency. In regards to a flooding <br /> emergency related to the Amazon Creek Flood Control Works, this would be either <br /> the Eugene Police Department (EPD) for areas inside the Eugene City limits or the <br /> Lane County Sheriff's Office (LCSO) for the unincorporated areas west of the City. <br /> As a general rule, evacuation of all areas east of Greenhill Road would fall to the <br /> EPD and all areas west of Greenhill Road would fall to the LCSO. <br /> B. Initiation Procedures <br /> When the IC has decided to order an evacuation, the first step is to call Central Lane <br /> Communications (CLC) at 682 -5111 to activate the Community Emergency <br /> Notification System (CENS). This call will also serve to request assistance from the <br /> appropriate law enforcement agency or agencies for evacuation of the areas that <br /> would be subject to flooding given the specifics of the emergency. Depending on <br /> the geographical area where the evacuation order applies, CLC staff will contact <br /> command staff at the appropriate agency. <br /> In addition to contacting CLC, the IC or Operations Section Chief should contact the <br /> City of Eugene's Risk Services Division Manager, the City of Eugene Emergency <br /> Program Manager, and the Lane County Emergency Program Manager to inform <br /> them of the evacuation order and the extent of the impacted area.
