the levee portion of the Amazon Creek Flood Control Works. Due to access issues <br /> and the additional diligence necessary to monitor levee conditions, multiple staff will <br /> be assigned to this route. <br /> In the case the ECC has been activated, monitoring staff will check in by City radio <br /> and /or cell phone to report noted or potential problems as well as status reports on <br /> observed high water conditions. Inspection and documentation procedures, route <br /> instructions and maps, cameras, contact numbers, and hazard analysis forms are all <br /> included in pre assembled response kits specifically tailored to each of the four <br /> monitoring routes. <br /> C. Staging Areas <br /> There is a wide variety of possible emergency response staging areas near the flood <br /> channel in that portion of the Amazon Creek Flood Control Works that is within the <br /> City limits. Examples of such areas are the parking lots of Civic Stadium, South <br /> Eugene High School, the Lane County Events Center, and at least a half -dozen <br /> grocery or big -box stores. <br /> Between Beltline Road and Fern Ridge Reservoir the possible emergency response <br /> staging areas include: <br /> • The dead end of Terry Street north of W. 11 Avenue <br /> • The parking lot at Prairie Mountain Elementary School on Royal Avenue just <br /> west of Terry Street <br /> • The parking loop at Checkermallow Access off of Royal Avenue <br /> • The Meadowlark Prairie Overlook on Greenhill Road south of Royal Avenue <br /> • Blocking a short portion of the northbound lane of Fir Butte Road somewhere <br /> between Royal Avenue and the flood control channel. <br /> D. Flood -Safe Pullback Areas <br /> In the event of a structural failure, overtopping or other immediate hazardous <br /> conditions, it may be necessary for emergency response crews to pull off and away <br /> from the levees. The following locations have been identified as flood -safe areas <br /> where emergency response crews can quickly evacuate to in order to regroup and <br /> assess the situation.
