ACTION PLAN <br /> A. Pre - Floodinq Emergency•Actions <br /> When the National Weather Service forecasts that a significant, high- intensity rain <br /> event which is likely to result in local flooding conditions is imminent for Eugene <br /> and /or the surrounding area, the following procedures will be implemented: <br /> 1. Re- Inspection of Problematic Inlets -- The Maintenance Division has lead <br /> responsibility for coordinating a final inspection of known problematic inlets to the <br /> City's piped stormwater collection system. This is accomplished through the use <br /> of an annually update check list of all facilities that have experienced obstructions <br /> during storm events. Many of these piped systems discharge directly into the <br /> Amazon Creek Flood Control Works and, if obstructed, could create local <br /> flooding issues that could impair emergency access to the facility. <br /> 2. Vehicles and Equipment -- Both ATV /quads will be readied for service and loaded <br /> onto an appropriate trailer in preparation for levee inspection. In the event of a <br /> potential or confirmed levee breach, the AWD dump truck and several 5 yard <br /> dump trucks will be loaded with riprap (either from the Roosevelt Yard, or a <br /> private supplier). If the need for riprap is expected to include a large quantity <br /> (more than 50 cubic yards), Coburg Road Quarry will be contacted for supply and <br /> delivery of rock. If the levee surface is deemed unsafe for large equipment (such <br /> as the Gradall and dump trucks) due to soil saturation, the tank -tread Bobcat <br /> and tank -tread power wheelbarrows will be readied for service and loaded onto <br /> appropriate trailers. <br /> 3. Materials and Supplies -- In anticipation of the possible need for sandbags, the <br /> sandbag - filling machine will be staged in the appropriate location in the <br /> Roosevelt Yard Facility and loaded with sand. Plastic sheeting, shovels and a <br /> pump will be readied for service. If a flooding event occurs or is predicted to <br /> occur in the late afternoon or at night, lighting and generators will also be readied <br /> for service. <br /> B. Waterway Monitoring and Levee Patrol <br /> The POS Division's Natural Resource Section has an established and documented <br /> program for monitoring key points on all major flood control channels within the <br /> City's jurisdiction. Monitoring is normally initiated by either the Natural Resource <br /> Maintenance Supervisor or the Natural Resource Section Manager when there has <br /> been intense rain for several hours straight or when there has been an inch or more <br /> rain over the past 12 hours. However, during a significant storm event after normal <br /> hours, the program may be initiated by the Public Works Department's on -call <br /> Supervisor or the Incident Commander should the ECC be activated. <br /> Once a decision has been made to initiate the program, staff will be assigned to <br /> each of the four major monitoring and patrol routes, one of these being specific to <br /> Emergency Response Plan for Amazon Creek 17 September, 2008 <br /> P: \Cdocs\AP WARefDocs \EmergencyMgmt <br />
