CRCC was the only respondent to the RFP however staff felt the <br /> proposal did not adequately address the facility corrections needed in a short <br /> enough period of time. Subsequent discussions with Louise Schimmel resulted <br /> in her writing an amendment proposal to the RFP dated September 3, 1993 asking <br /> to purchase the property. <br /> An opinion was asked of the City Attorney's Office regarding the legality of <br /> CRCC's proposal and the procedure to be used to make such an agreement to <br /> sell. The response was that there was no legal problem with this transaction <br /> as long as the City Council gave specific approval at least as a consent <br /> calendar item. <br />
