3. A land sales contract will be developed between CRCC and the city which <br /> offers the following criteria: <br /> a. There will be no requirement for a down payment. <br /> b. CRCC will make payments to the City in the amount of $500.00 per <br /> month for sixty months. The balance due to the City is to be paid at <br /> the end of the sixtieth month. <br /> c. The rate of interest for the sixty month period will be 3.5 percent. <br /> This percentage rate is based on giving CRCC advantage of the best <br /> rate which the city can currently borrow funds. <br /> 4. Due to this property being acquired with Park Bond Funds, the monies <br /> received will be placed in a parkland acquisition account in the capital <br /> budget. <br /> ITEMS UNDER SEPARATE COVER: <br /> 1 Proposal letter from Cascades Raptor Care Center, dated September 3, <br /> 1993. <br /> 2. City Attorney's memo, Raptor Center Proposal /Land Sale, dated October <br /> 21, 1993. <br /> BACKGROUND: After the Fox Hollow -to- Willamette portion of the ridgeline trail <br /> was constructed staff was notified by the owner of the parcel that the trail <br /> had encroached on their property. The options at the time were to relocate <br /> the trail, purchase just the land needed to include the trail or purchase the <br /> entire parcel. With the owner being unwilling to sell only a portion but <br /> willing to sell the entire parcel, purchase of the entire parcel was made. <br /> Funding for the purchase was from 1978 bond election proceeds. One of the <br /> objective of the bond measure was to add to the Ridgeline Park and construct <br /> trails. <br /> In considering the purchase of the property which included structures, thought <br /> was given as to what new opportunities this purchase might present. The <br /> notion of a nature interpretive center was subsequently included in the Parks <br /> and Recreation Plan. Funding has never been available to implement this plan. <br /> In light of the recent Eugene Decisions funding reductions for park <br /> maintenance it is unlikely the City will be able to establish this use of the <br /> property in the foreseeable future. <br /> Louise Schimmel of Cascade Raptor Care Center (CRCC) approached staff <br /> inquiring about the availability of a facility suitable for her operation. <br /> The Parks and Recreation Commission was supportive of the proposal and asked <br /> staff to explore the possibility. As a result of this, a request for formal <br /> proposals (RFP) using criteria consistent with the Parks and Recreation Plan <br /> was advertised to permit CRCC, as well as other possible groups to submit <br /> proposals for consideration.
