The material submitted, including letters of support, lead staff have no <br /> reservations about abilities in this area. <br /> 3. Demonstrates the capacity to secure single limit general liability <br /> insurance of $500,000 per occurrence, permit, and licenses in compli- <br /> ance with Federal, State and local laws. Compliance with building <br /> codes .and accessibility criteria are issues under this section. <br /> A letter with a quotation for insurance was submitted with the proposal. The <br /> annual premium would be $650.00. <br /> The work of Cascade Raptor Care Center is regulated by State and Federal <br /> agencies. They indicate they have permits for the work they do now, and <br /> state that they should be able to get another permit needed when birds are <br /> confined to flight cages. <br /> The proponent indicated that, based on conditional use permits having been <br /> issued in similar situations, that permitting the activity at this site <br /> should not be problematic. <br /> The proposal also recognizes the limitations of the site. A new building <br /> that meets building code and A.D.A. standards is proposed for the public <br /> interpretive center and classroom. The public restrooms would be at this <br /> facility, utilizing composting toilets. (Composting toilets were approved <br /> for use in a public restroom at the Dorris Ranch in Springfield. A check <br /> with Willamalane Park District staff indicated that it was a great system if <br /> properly located. A hillside location would solve the only problem they have <br /> encountered.) <br /> The Care Center, not open to the public, would be nevertheless brought up to <br /> codes for the volunteers who would work there. <br /> The residence would become the caretakers' quarters. The proposal indicates <br /> that electrical deficiencies would be corrected. The implication is that it <br /> would be made into a minimally acceptable caretakers' residence, and that <br /> repairs and maintenance needs for the long term benefit of the house would be <br /> addressed several . years out. <br /> 4. Demonstrates the ability to cooperate with other public agencies. <br /> Again, the letters of support indicated that working relationships are well <br /> established, and that the other agencies and organizations value the work of <br /> Cascade Raptor Care Center. <br /> 5. Demonstrates the ability, including fiscal ability, to manage and main- <br /> tain the integrity of the property.... <br /> The proposal narrative focussed mainly on the exterior areas "around the <br /> primary buildings, trails /walkways, and all enclosures." The intent of <br /> staff is that all improvements be included -- buildings, the well, driveway, <br /> etc. A written clarification that covers all improvements will be requested <br /> before entering into any agreement based on the information in the proposal. <br /> A $10,000 bond to insure performance of maintenance work is an acceptable <br /> condition in this proposal. <br /> Again, without a projected operating budget, it is difficult to determine <br />
