ANALYSIS OF THE FOX HOLLOW DEVELOPMENT PROPOSAL <br /> BY CASCADES RAPTOR CARE CENTER <br /> One proposal was received from seven organizations who received the RFP. A <br /> point rating system to aid in objectively comparing one proposal to another <br /> will therefore not be used. <br /> Three project objectives were stated in the proposal that would create: <br /> 1. A center that would provide opportunities for the general public to <br /> learn about and enjoy the environmental and outdoor recreational <br /> amenities of the property. <br /> 2. A center that would provide opportunities for the general public to <br /> learn about the care, rehabilitation and injury prevention of wildlife. <br /> J <br /> 3. Other public amenities that would logically affiliate with the prime <br /> uses. On -site caretakers' quarters would be a desirable component of <br /> - any proposal. <br /> The proposal indicates that the Lane County Audubon Society will be a co- <br /> sponser of this facility. Together, and with other non - sponsoring organiza- <br /> tions and agencies, a number of facilities and programs are included which <br /> meet this objective. The raptor care operation has a tradition of public <br /> outreach and alone would probably meet the objective of having an educational <br /> component to the development. The on -site caretakers' quarters, desired for <br /> J1 maximizing a presence at the site for security reasons, is included. <br /> V � � <br /> d The Eugene Parks and Recreation Plan contains a proposal for a meeting space, <br /> J <br /> nature interpretive center and caretakers' quarters at this site. The pro- <br /> posal is consistent with that plan proposal. <br /> r v s The five criteria were listed for judging the proposals are listed below, <br /> with staff comment following each: <br /> a 4 <br /> 1. Demonstrates the capacity and resources to develop and operate the <br /> project in a cooperative and stable manner. <br /> Cascade Raptor Care Center is a relatively young organization. To forecast <br /> � capacity and resources it is appropriate to look at the Willamette Wildlife <br /> Rescue operation that Louise Schimmel developed that is now operating at the <br /> Morse Ranch. Through her fund raising efforts she was able to increase the <br /> level of income to the agency to $30,000 annually. Her skill in this area, <br /> and the networking she has done and can do, suggest the potential to repeat. <br /> However, staff have two questions: Will Willamette Wildlife Rescue be a <br /> competitor for cash and material donations that means $30,000 might be hard <br /> to reach? And, what is the operating budget projection? (While an operating <br /> budget submittal was not required, it would be helpful in assessing this <br /> criterion.) <br /> 2. Demonstrates a thorough working knowledge in the development, organi- <br /> zation and management of the programs and services indicated in the <br /> proposal. <br />
