Staff have the objective of removing the Fox Hollow property from being a <br /> maintenance liability to the City. The initial idea was to sell the proper- <br /> ty, less about .4 acre that contains an encroachment of the Ridgeline Trail. <br /> If the property is to remain under City ownership, staff will require that an <br /> operating agreement specify that all improvements be maintained so as to <br /> preserve the investment. Staff are also open to the possibility of an out- <br /> right sale, or a rent with intent to purchase. In the latter scenario the <br /> purchase /no purchase decision would need to be made by a certain point in <br /> time at which certain preservation functions to the house would need to com- <br /> mence. <br /> Louise Schimmel, in addition to commendable fund raising in the past, has <br /> also been able to garner material and labor donations. Questions neverthe- <br /> less remain on how day -to -day operations will be funded, as well as how the <br /> capital improvements will happen. In conversations with Louise Schimmel it <br /> has become obvious that the CRCC facility will not gain financial, labor and <br /> material backing until an agreement with the City is in place. <br /> In balancing public interest, fiscal realities and risk to City investment, <br /> staff envision a scenario that would allow a period of at least one year, but <br /> not more than three, to provide CRCC the opportunity to get established. <br /> This would include allowing the residence to be occupied as soon as possible <br /> following electrical connections in order to establish a presence for the <br /> purpose of reducing vandalism. As the residence for the caretaker, it could <br /> be the best way to demonstrate that CRCC will happen, that donations will be <br /> well used, and that capital improvements needed will happen. <br /> Public sentiment exists that asks the City to accommodate CRCC at this site. <br /> Staff, in an attempt to respond to the constraint of fiscal reductions, are <br /> sensitive to maintenance and management liabilities, and look for solutions <br /> to ultimately eliminate those that are not essential to a City goals and <br /> objectives. Staff look to the City Council for direction on this matter. <br />
