_ <br /> 1 has water supply /capacity to provide service to all phases of the PUD. EWEB's concern, as <br /> expressed in earlier correspondence, is having adequate emergency storage and/or redundancy in <br /> the pumping capabilities to the Son Blaze Area (Laurel Hill 850 pressure zone.) EWEB is <br /> concerned that the development not out pace improvements that would provide either the <br /> additional storage (the Laurel Hill 850' reservoir) or additional redundancy in the pumping and <br /> distribution system (the improvement of the water main in East 25 Avenue). The addition of <br /> the reservoir will be done as a capital improvement project by EWEB and the timing of the <br /> construction is dependent on the Board's approval of our Five Year Capital Plan and the Ten year <br /> Facilities Plan. The improvement of the water main in East 25 Avenue can be done at any time <br /> if the Developer provides the financing, which is a normal practice for providing service to a <br /> subdivision. The Capital Plan is adjusted periodically to prioritize our improvements to serve the <br /> areas of the greatest need or projected need. Therefore, if the Son Blaze PUD is approved then <br /> the Laurel Hill reservoir construction would likely be advanced to coincide with the projected <br /> need for that facility. * * * <br /> "The other misconception is that although EWEB does not have facilities to serve areas of the <br /> PUD above elevation of 750' at this time, that those facilities could not be constructed at the <br /> same time as the other infrastructure for Regan Heights. There have been several South Hills <br /> PUD's that have done just that * * * <br /> «* * * * * <br /> "In summary, there are many ways for the infrastructure to be in place to provide adequate <br /> emergency storage or pumping redundancy at the time it is needed, there is adequate water <br /> supply for the entire PUD, and EWEB will serve the elevations above 750' with a pumpstation <br /> constructed concurrently with that phase. * * *" July 27, 1999 Written testimony from Joseph <br /> Bozievich, EWEB. <br /> As confirmed in the testimony from EWEB, there is substantial evidence in the record that water service <br /> is available, or that provision of water service is feasible and will be available prior to need for the <br /> individual phases for which is proposed. Conditions of approval will require verification of water <br /> service prior to approval of final subdivision plats for each phase. <br /> Electrical Service - EWEB <br /> EWEB will provide electrical service, which is available to serve the entire proposed development. <br /> Electrical Service — Pacific Power and Light Company <br /> PP &L indicate that the proposed PUD will have no adverse impact on their transmission line (electrical) <br /> operation, and may enhance access to their facilities. There are no known problems associated with <br /> extending a street under their transmission lines. <br /> Schools — 4J <br /> The subject property is within the 4J School District.
