Phasing <br /> Plan and Schedule <br /> Development in the Valley Area may proceed without awaiting the <br /> physical installation of the Glenwood I -5 Collector. The very low density being <br /> proposed in the Valley Area, particularly in the southwest corner of the <br /> development, meets or exceeds the concerns on development in the Valley Area <br /> suggested by the Hearings Official. In addition, Applicant has agreed to <br /> provide certain off -site public facilities and services (improvements to Laurel <br /> Hill Drive, Riverview Street, portions of the improvements to the 1 -5 /Glenwood <br /> Interchange and any stormwater improverrlents resulting from the development <br /> and not otherwise planned, scheduled and capital funded by the City). <br /> Applicant assumes that development of the East Area will have to await more <br /> monetary commitments by governmental agencies and developers of the <br /> property between Son Blaze Village and I -5, even though the requisite ODOT <br /> Roach Approach Permit and construction plans for the Glenwood Collector and <br /> Moon Mountain Drive have been approved by the City. Physical construction <br /> of the improvements is not being objected to by Applicant as to Phases 5, 6, 7 <br /> and 9 (the East Area). <br /> Accordingly, Applicant has structured a phasing schedule which <br /> incorporates both the ability to develop the Valley area to the extent <br /> contemplated in the Laurel Hill Refinement Plan (as recognized by the Hearings <br /> Official), while firmly committing to the premise that the Glenwood Collector <br /> will become the primary access for the East Area and incidentally the Valley <br /> area. That is, the entire master plan for Son Blaze Village has, as its major <br /> premise, the construction of Glenwood Boulevard (Brackenfern) to serve the <br /> more dense and limited commercial character of the East Area and, <br /> incidentally, some of the Valley Area. As stated in the Laurel Hill Plan: <br /> "It (the East Area) is also an area in transition from rural to urban <br /> and is a geographically defined area. Many of the plan provisions <br /> apply to the Laurel Hill Valley also apply to East Laurel Hill. It is, <br /> however, a distinct area in its topography, having unique needs of <br /> its own. Also, the transportation needs of East Laurel Hill are <br /> unique and different from the Laurel Hill Valley. East Laurel Hill is <br /> influenced primarily by the I -5 cloverleaf and the proposed <br /> Glenwood Collector, which bisects a narrow corridor with hills on <br /> both sides."
