tea„ ( a - �� <br /> Block Lengths and Other Street Standards <br /> Street block lengths are not all within the 600 foot block length restriction. However, the applicant has <br /> adequately demonstrated that this block length is not always possible due to factors such as steep slopes, <br /> significant trees, wetlands, and other worthwhile natural features. The applicant has established that <br /> modifications to the otherwise required 600 foot block length restriction is warranted for each of those <br /> blocks in the proposed PUD that exceed 600 feet. <br /> Subject to the approved modifications and conditions of approval, the proposed PUD satisfies the <br /> requirements of EC 9.512(6)(c)(5). <br /> Section 9.512(6)(d): Public services and facilities are available to the site. If the <br /> public services and facilities are not presently available, an affirmative finding may <br /> be made if evidence indicates that they will be available prior to need by reason of: <br /> 1. Prior commitment of public funds or planning by the appropriate public <br /> agencies, or <br /> 2. A commitment by the applicant to provide private services and <br /> facilities acceptable to the appropriate public agencies, or <br /> 3. Commitment by the applicant to provide for offsetting all added <br /> public costs or early commitment of public funds made necessary by <br /> the development. <br /> Findings: All public services are, or can be made available to the site prior to need, as follows: <br /> � Water Service <br /> Water service will be provided by the Eugene Water and Electric Board (EWEB), and is available to <br /> serve the site, or will be available prior to development of each of the phases. Testimony was provided <br /> at the public hearing that EWEB could not provide water to the Regan Heights portion of the <br /> development. That testimony was based, in part, on comments from EWEB that <br /> "At this time, EWEB is not able to serve lots above 750 feet (Regan Heights) in Phase 7 due to <br /> lack of a high pressure system in this area. A future 975 pump station and reservoir are master <br /> planned for this area, the timing and installation of this facility is dependent on land acquisition, <br /> funding and system demand. The development may have the option of constructing a temporary <br /> pump station to serve Regan Heights at the developer's cost, if EWEB and the Fire Marshall <br /> approve of the installation and adequate provisions for maintenance are provided." <br /> In response to public testimony that water service was not available to serve Regan Heights, an EWEB <br /> representative testified at the public hearing to clarify that, in fact, water service is available. Following <br /> the public hearing, the EWEB representative provided additional clarifying written testimony, as <br /> follows: <br /> "In light of the written testimony received by the hearings official, the EWEB Water Division <br /> would like to clarify in writing some misconceptions about the water supply. The first is the <br /> confusion of reservoir emergency storage and fire flow capabilities with water supply.
