Water <br /> sheeted across the parkland and over the curb onto Hilyard Street during several rainstorms. We also <br /> received a citizen complaint regarding this flooding. Staff inspection indicates that since the ditch was last <br /> cleaned approximately 12 years ago, it has become clogged with silt, vegetation, and other debris. <br /> Maintenance staff is planning to perform some cleaning this summer in order to regain the lost capacity. <br /> This project raises several questions. One of those is, will the landfill project (which I understand includes <br /> some piping) cause any increased capacity needs for the ditch? Les, please have the appropriate person on <br /> your staff research that. <br /> Another question is, will opening this ditch have any impact on the capping project? Chuck, I look to you <br /> for some answers regarding the impacts of us disturbing the creek bed. Was there ever any material found <br /> in the dump that may have washed into the creek bed and contaminated that soil? Do you feel like we <br /> need to do some testing of the material before we dispose of it? <br /> The other question that has been asked is, since we are going to be doing this work in the creek bed is <br /> there any opportunity for some sort of restoration and enhancement project? The restoration could <br /> possibly include planning appropriate vegetation that would have a minimal impact on the creek capacity, <br /> yet assist in stormwater pollutant removal. We also need to think about what steps are taken to minimize <br /> erosion. We would like the finished project to be appropriate for its park setting. <br /> I do not have an exact way to process these issues. If you have some comments about process or <br /> thoughts about exactly what type of project we should undertake, please send them my way. Based on <br /> the comments you send back, I will then try to figure out what the next step is.
