MEDLIN Johnny R
From: FERGUSON Joe M
To: ETTER John F; WEBER John J
Cc: MEDLIN Johnny R
Subject: RE: Arrowhead memo to Joe
Date: Monday, June 05, 1995 9:34AM
1. Assessment to pump station site
We need to distinguish between equivalent assessments, which are really a connection charge, and special
benefit assessments, which the Council levies on City projects. In this case, since Arrowhead street is
being privately constructed, there is no sp. benefit assessment, and no direct payment to the developerl.
Steve would get Transportation System Development credit, applicable to the SDC's paid with bldg permits
in his development. We will reimburse the Transp. SD fund out of the sewer fund.
2. In my opinion you would be better off purchasing the property at an appraised value for fully - developed
residential property, rather than buying undeveloped property and participating in the construction costs.
Two reasons:
a) I question whether a street improvement, or san swr for that matter, can be paid for with Parks SD
funds. Seems a lot more clear if you're buying fully- served property .
b) T & M on this project may end up being hard to estimate. Given potential problems with coordination
between the City sewer project and Arrowhead project, there could be delays, conflicts, or physical
impacts on the improvements for Arrowhead.
3. Russ looked at the purchase price for this property, subtracted out the wetland areas, factored in
payment of farm deferral, and came up with a figure of $25,000 - $26,000 per acre for the undeveloped
value. $32,000 /acre looks awful steep for the land. We can come up with an average value of
street /storm sewer /sidewalk construction which can be tweaked through negotiation. Remember that he's
not paying for the sewer.
4. Right now Russ can't do an appraisal. We have a contract with Lane County for appraisal /acquisition
services - they estimate 4 - 6 weeks for an appraisal. Last week Russ discussed an appraisal with an
appraiser in private practice on some airport property; his estimate was also about 4 weeks.
4.
From: WEBER John J
To: FERGUSON Joe M
Cc: MEDLIN Johnny R
Subject: FW: Arrowhead memo to Joe
Date: Thursday, June 01, 1995 3:25PM
Joe, John Etter will be talking with Johnny probably
on Monday. I am out tomorrow and Monday, so you should
respond to John Etter directly with any information you have
regarding the answers in the attached memo. Thanks for your
help in this matter. Unless we can make a quick response back
to Steve Lee, we may jeopardize getting this park site.
-jw
From: ETTER John F
To: WEBER John J
Subject: Arrowhead memo to Joe
Date: Thursday, June 01, 1995 2:48PM
< <File Attachment: arrow.mem> >For your final check....
<WP Attachment Enclosed>
Page 1
