Assessment to pump station site <br /> We need to distinguish between equivalent assessments, which are really a connection charge, and special <br /> benefit assessments, which the Council levies on City projects. In this case, since Arrowhead street is <br /> being privately constructed, there is no sp. benefit assessment, and no direct payment to the developerl. <br /> Steve would get Transportation System Development credit, applicable to the SDC's paid with bldg permits <br /> in his development. We will reimburse the Transp. SD fund out of the sewer fund. <br /> 2. In my opinion you would be better off purchasing the property at an appraised value for fully - developed <br /> residential property, rather than buying undeveloped property and participating in the construction costs. <br /> Two reasons: <br /> a) I question whether a street improvement, or san swr for that matter, can be paid for with Parks SD <br /> funds. Seems a lot more clear if you're buying fully- served property . <br /> b) T & M on this project may end up being hard to estimate. Given potential problems with coordination <br /> between the City sewer project and Arrowhead project, there could be delays, conflicts, or physical <br /> impacts on the improvements for Arrowhead. <br /> 3. Russ looked at the purchase price for this property, subtracted out the wetland areas, factored in <br /> payment of farm deferral, and came up with a figure of $25,000 - $26,000 per acre for the undeveloped <br /> value. $32,000 /acre looks awful steep for the land. We can come up with an average value of <br /> street /storm sewer /sidewalk construction which can be tweaked through negotiation. Remember that he's <br /> not paying for the sewer. <br /> 4. Right now Russ can't do an appraisal. We have a contract with Lane County for appraisal /acquisition <br /> services - they estimate 4 - 6 weeks for an appraisal.
