June 2, 1992
•
Christine Andersen
Director of Public Works
City of Eugene
858 Pearl Street
Eugene, OR 97401
Dear Ms. Anderson:
Because of the recent changes in park maintenance
responsibilities, we are no longer certain with whom we
should be communicating. The lack of a response to our prior
letter to Mr. Doug Post, a copy of which we sent to you,
leads us to believe we may not be communicating with the most
appropriate individual. Since responsibility for parks
maintenance is now the responsibility of the Public Works
Department, we decided•to write to you directly on important
issues related to Morse Ranch Parka please be aware that we
are anxiously waiting for a response to our comments and
various proposals which we have made.
One issues which has been brought up repeatedly is that of
gates at the East Pasture. We believe that the installation
of gates would benefit dog owners and neighbors and appears
to have support of both groups. At the Parks and Recreation
Commission's February 13, 1992 public hearing, some neighbors
complained that dogs escaped the pasture and intruded into
their yards. Installation of gates would minimize these
reported problems. Dog owners indicated support for gates
for the safety of their animals at the public hearing and in
the survey conducted previously by PARCS.
At the most recent Crest Drive Neighborhood Association
meeting, Mr. Doug Post briefed neighbors on the status of the
off -leash program. Mr. Post indicated the new off -leash
areas at Amazon Park and Alton Baker Park would soon be open.
Two of our association's board members who were in attendance
understood Mr. Post to say that installation of gates (and
the installation of some additional replacement fencing) at
Morse Ranch would be undertaken soon after work was completed
at Amazon Park and Alton Baker Park.
The Amazon and Alton Baker areas were completed some time ago
but gates have yet to be installed at Morse Ranch Park. The
opening of the Amazon area has had a significant impact on
the amount of use at Morse Ranch Park, but for many of us,
Morse Ranch remains the most convenient and we continue to
use it. The Morse Ranch Off -Leash Association Board of
Directors reiterates that our highest priority for
improvements at Morse Ranch is the installation of gates.
