June 2, 1992 <br /> • <br /> Christine Andersen <br /> Director of Public Works <br /> City of Eugene <br /> 858 Pearl Street <br /> Eugene, OR 97401 <br /> Dear Ms. Anderson: <br /> Because of the recent changes in park maintenance <br /> responsibilities, we are no longer certain with whom we <br /> should be communicating. The lack of a response to our prior <br /> letter to Mr. Doug Post, a copy of which we sent to you, <br /> leads us to believe we may not be communicating with the most <br /> appropriate individual. Since responsibility for parks <br /> maintenance is now the responsibility of the Public Works <br /> Department, we decided•to write to you directly on important <br /> issues related to Morse Ranch Parka please be aware that we <br /> are anxiously waiting for a response to our comments and <br /> various proposals which we have made. <br /> One issues which has been brought up repeatedly is that of <br /> gates at the East Pasture. We believe that the installation <br /> of gates would benefit dog owners and neighbors and appears <br /> to have support of both groups. At the Parks and Recreation <br /> Commission's February 13, 1992 public hearing, some neighbors <br /> complained that dogs escaped the pasture and intruded into <br /> their yards. Installation of gates would minimize these <br /> reported problems. Dog owners indicated support for gates <br /> for the safety of their animals at the public hearing and in <br /> the survey conducted previously by PARCS. <br /> At the most recent Crest Drive Neighborhood Association <br /> meeting, Mr. Doug Post briefed neighbors on the status of the <br /> off -leash program. Mr. Post indicated the new off -leash <br /> areas at Amazon Park and Alton Baker Park would soon be open. <br /> Two of our association's board members who were in attendance <br /> understood Mr. Post to say that installation of gates (and <br /> the installation of some additional replacement fencing) at <br /> Morse Ranch would be undertaken soon after work was completed <br /> at Amazon Park and Alton Baker Park. <br /> The Amazon and Alton Baker areas were completed some time ago <br /> but gates have yet to be installed at Morse Ranch Park. The <br /> opening of the Amazon area has had a significant impact on <br /> the amount of use at Morse Ranch Park, but for many of us, <br /> Morse Ranch remains the most convenient and we continue to <br /> use it. The Morse Ranch Off -Leash Association Board of <br /> Directors reiterates that our highest priority for <br /> improvements at Morse Ranch is the installation of gates. <br />
